Prospect Street coming off Route 17 and will have the borough engineer investigate additional options. At the urging of residents, the mayor and council discussed several options but agreed on steps that could be carried out right away. Officials attempt to slow East Prospect traffic Signs limiting speed to 25 mph will be erected where the pavement breaks near the curve on East Prospect as cars leave the highway . Councilwoman Anita Bozzo suggested that a sign saying “Caution – Sharp Turn” be posted as well. Suggestions to drop the speed limit to 15 mph or to install smaller guardrails were rejected as not permitted by law. Borough Engineer Michael DeSena said that the state sets very specific criteria to be followed before any safety measures can be implemented on the roadways. “The guidelines must be met showing that something is warranted,” DeSena said. “If it is in the manual, the engineer can approve it, whereas in the past, DOT approval was needed,” explained Borough Administrator Gary Kratz. Other suggestions were to mill the road in the area of the curve and to install solarpowered blinking lights. DeSena said that Fourth quarter water bills were mailed in Waldwick Oct. 1, and for the first time, a late payment will incur a penalty. Interest charges will be levied if the bill is not paid by the due date of Nov. 5. Interest will then be charged retroactive to Nov. 1. The council instituted the 8 percent interest charge earlier this year as motivation for residents to pay on time. Borough Administrator Gary Kratz had said that the late payments pose difficulties for the water utility and are unfair to the ratepayers who pay on time. Mary Ann Viviani, the borough’s chief Water bills now carry interest financial officer, had told the council that her office was spending an inordinate amount of time collecting overdue water bills. She said sometimes as many as a quarter of water customers had to be mailed delinquent notices. Last year 16 customers went to tax sale. “We try to work with people, and ultimately they come in before the water is shut off. Charging interest will save us from continuing to send notices,” she told the council, pointing out that some people received as many as eight notices before paying the bill. milling or cutting into the roadway cuts down on the life of the road. East Prospect resident Mary Mulvaney commented that trucks coming off the highway do not reduce their speed. “They are not being monitored. They have to come to a stop.
