Ho-Ho-Kus October 6, 2010 THE VILLADOM TIMES III • Page 7 Council introduces revised soil moving ordinance by Jennifer Crusco The Ho-Ho-Kus Council has introduced an ordinance to amend the borough’s soil moving regulations, which officials say are significantly outdated. According to Ordinance #970, the governing body has found that: “Unregulated and uncontrolled disturbance, relocation, filling, excavation, and removal of soil on a large scale by developers and excavators in and upon lands in the borough has resulted in conditions detrimental to the public health, safety, and general welfare, substantially hampering and deterring the efforts of the borough to effectuate the general purpose of municipal planning. “Continuation of the unregulated and uncontrolled disturbance, relocation, filling, excavation, and removal of soil will result in serious and irreparable damage to the public welfare by reason of consequent soil erosion by water and wind; inadequate and improper surface water drainage; a decrease in or destruction of the fertility of the soil; removal of lateral support of abutting streets, lands, and premises; creation of dust storms and places for mosquito breeding; creation of dangerous depressions or pits; deterioration of property values; rendering of lands unfit or unsuitable for their most appropriate use; and creation of other factors and elements hampering and deterring the coordinated, adjusted, and harmonious development of the borough.” The proposed ordinance would further regulate the movement of soil in the borough and would refine the permit application process by breaking down the applications into various categories. According to the ordinance, a minor soil moving permit would be required for the (continued on page 16) Police recording equipment to be replaced The Ho-Ho-Kus Police Department will soon have a new recording system to keep track of all the 911 calls received at headquarters. Last week, the Ho-Ho-Kus Council approved the purchase and installation of a replacement system at a cost of $15,002. B&C communications, Inc. submitted the lowest quote for the project, and will install the equipment, which includes a one-year on-site warranty. The department’s existing Zetron recording system was rendered useless this summer after a lightning strike at the local repeater tower. Most of the police department’s equipment was protected against power surges, but the recording equipment ceased to work after the lightning strike. “It was an older system,” Police Captain John Wanamaker told Villadom TIMES, estimating its age at between 15 and 17 years. “We had estimates to repair the existing system, but the estimates started at $5,000 – and there was no guaranty.” Borough officials agreed that the prices for possible repairs made the decision to purchase a new system the right choice. According to Wanamaker, the new Evantide system will be state-of-the-art digital equipment and will be protected from power surges. “It benefits the people who call in, and it protects the officers’ safety,” Wanamaker said of the recording system. Since the lightning strike nearly two months ago, Wanamaker said the department has not had full capability to record 911 calls to a disc or DVD. Wanamaker said these discs are kept on file and can be used as evidence, if necessary. “We haven’t had any problems (since losing the ability to record the 911 calls). We’ve been fortunate,” the captain added. Now that the council has approved the purchase and installation of the recording equipment, Wanamaker said he hopes to have the new system installed this month. J.
