Engineers complete well test; officials await results
by Jennifer Crusco The pump down test conducted for Well #1 in Ho-HoKus is now complete, and borough officials are awaiting the final report. The test, officials said, may help the borough qualify for the updated permit for Well #1. Last week, Ho-Ho-Kus Water Utility Superintendent James Montag reported that the testing process began Oct. 18 and ended Oct. 29, although some final readings were taken on Oct. 30. Leggette, Brashears, and Graham, Inc. of Ramsey, professional groundwater and environmental engineers, conducted the testing. The professionals will now contact Hazen & Sawyer, the borough’s water/environmental engineering firm. Montag explained that the test involves a process that works the well up to its maximum volume. The final rate, he said, was approximately 120 percent of the requested capacity. The process, he continued, shows the volume the well can put out and the affect the well has on surrounding wells. Montag said most of the wells monitored were located within Ho-Ho-Kus, although one of the monitored wells is located in Waldwick. He said the test results should be available in the coming weeks, but cautioned that the League of Municipalities meeting (set for this week) and the Thanksgiving holiday could slow the process. At a recent public council meeting, Ho-Ho-Kus Mayor Thomas Randall explained that the pump at Well #1, which was from the 1950s, had broken in 2007 and was replaced on an emergency basis with a similar pump that was later found to be pumping more water than the old one had. According to the mayor, the New Jersey Department of Environmental Protection had advised the borough to shut down the well in January and told the borough it had two options: slow the pump or adjust the permit. Randall also said that Hazen and Sawyer advised that there would be no detriment to the borough to pump a little more water and adjust the permit. The borough anticipates that it will receive the new permit shortly. Montag, speaking at the same council meeting at which Mayor Randall outlined the situation, explained that the borough plans to return Well #1 to operation. He said the quality of the water is continually tested, even though the well is not being used at this time. Ho-Ho-Kus Borough Administrator Don Cirulli, who was asked to research the purchase of the pump for Well #1, found that the borough did not go out to bid for the purchase, and the pump did not meet the bid threshold, which was $17,500 at that time. The pump, Cirulli said, cost the borough $14,500. The administrator later advised that borough officials had asked for prices from various companies before making the purchase. Mayor Randall previously stated he believed the pump in question had been ordered by former DPW Superintendent Michael Frank, and said the new pump was believed to have been comparable to the one being replaced.
