Due to the lack of this type of income, the authority needs to raise additional funds. The total increase, Hurwitz said, is apportioned based on a formula. The director explained that 60 percent of the total cost charged to a municipality is based on the sewage flow to the authority’s plant during the prior year. The remaining 40 percent is divided as follows: 20 percent reflects the amount of water a municipality uses between October and March, when most water used by residents goes into the sewer system because people are not filling swimming pools or watering lawns or gardens; the remaining 20 percent is based on the number of EDUs, or equivalent dwelling units, in a municipality. Hurwitz noted that municipalities are charged based on figures from the prior year, and any inaccuracies in a municipality’s metering system fold into the 60 percent figure. He added that the overall increase, which will support the authority’s $14,889,687 budget, has been broken down among the municipalities that are billed by the authority, including Allendale, Ho-HoKus, Midland Park, Ramsey, Waldwick, Mahwah, Wyckoff, and Ridgewood. Hurwitz noted that properties in other nearby municipalities may have connections to the authority, but those are billed through member towns. In Ho-Ho-Kus, the increase of 11.44 percent, which Hurwitz acknowledged is very large – and is the largest increase to be charged to any of the authority’s member towns in 2010 -- will cost the borough an additional $77,067, for a total charge of $750,851. He indicated that the water use reported by Ho-Ho-Kus shows an increase of 12.9 percent, the sewer flow was up four percent, and the number of EDUs had increased by 1.8 percent. HoHo-Kus, he said, was the only municipality that showed increases in all three of these categories during 2009. The director pointed out that, last year, Mahwah’s charges were high because that township had a large flow. This is not the case this year, he said. Hurwitz pointed out that the formula used to determine the authority’s fees was court mandated due to prior litigation. “This is the formula we are bound by. It is not within our power to change that formula.” He added, “We do our best to keep our costs down.” However, he noted that the authority is required to cover pension fund costs, salaries, medical benefits, and fuel costs. 5K Run plans underway The Waldwick Chamber of Commerce is sponsoring its 5K Run and 1 Mile Walk on Sunday, April 25 this year.
