Restrictions eyed for borough hall parking lot
by Jennifer Crusco The Ho-Ho-Kus Council has introduced Ordinance #965, which would, if adopted, restrict parking in the borough hall parking lot to those who are conducting business at borough hall. Borough hall is located at 333 Warren Avenue and the building’s parking lot can be accessed from Sheridan and Sycamore avenues. At present, the parking spaces in the borough hall lot are designated as follows: spaces for the fire department are lined in red, spaces for the police department are lined in yellow, and general parking spaces are lined in white. The mayor’s and borough administrator’s spaces are marked with signs. The spaces lined in white are used by borough hall employees, on-duty police officers who have driven their personal vehicles to work, and members of the general public who are visiting borough hall. Ho-Ho-Kus Police Chief Gregory Kallenberg noted that, of the approximately 18 white-lined spaced in the lot, only nine or 10 are available to the general public on an average day. He said that commuters have used borough hall lot spaces on occasion. Borough officials noted that visitors who cannot find parking spaces in the downtown area, particularly on elec-
tion days, and sometimes individuals who attend programs at a nearby church have also used the spaces in the borough hall lot. The purpose of the ordinance is to keep the spaces available for people who need to do business at borough hall. Ho-Ho-Kus Borough Administrator Don Cirulli noted that the ordinance would allow the police department to issue tickets to those who park in the lot while they are not engaged in official business. The language of the ordinance states, “It shall be unlawful to park or stand any motor vehicle in the borough hall (continued on page 25)
The Ho-Ho-Kus Council has approved a resolution awarding the 2010 borough’s road resurfacing contract to Schifano Construction Corporation of Middlesex. The contract was bid as part of the Northwest Bergen Cooperative Pricing System project for which the Borough of Ramsey is lead

agency. Ramsey received a total of 16 bids and Schifano Construction emerged as the lowest responsible bidder. The company will reportedly serve all the municipalities in the co-op for $1,469,434. The Borough of Ho-Ho-Kus will pay Schifano approximately $160,000 to pave four streets. This project will include Warren Avenue from Sheridan Avenue to Edgewood Drive, Sycamore Avenue between Warren Avenue and Enos Place, Enos Place between Sheridan and Elmwood avenues, and Addison Place. Work is expected to take place shortly after the streetscape work winds down in the borough’s business district. Plans call for the paving to be carried out during July and August, when there is no school traffic in the area. Recent projections show the streetscape could be finished in early July, weather permitting. Conquest Industries, LLC, began Phases I and II of the streetscape project in fall of 2009. Phase III, which would include Warren Avenue and part of Sycamore, is currently on hold.

The Borough of Ho-Ho-Kus is one of 13 members of the Northwest Bergen Cooperative Pricing System, a local purchasing consortium that allows its member municipalities to receive significant savings on road resurfacing projects. The Borough of Ramsey acts as lead agency for the consortium’s road resurfacing projects. The member municipalities pool their tonnage needs for annual road resurfacing projects and receive a bulk discount that allows each participant to further stretch local tax dollars. The municipalities present one project to potential bidders, and the high volume tends to attract a large pool of contractors. Once the main contract is awarded, member municipalities award separate contracts and deal directly with the successful bidder. J. CRUSCO
