Allendale budget (continued from page 7) Duffy offered council members copies of a survey he had taken with four large paving contractors who concurred that, over the longevity of the replacement project, Belgian block was the best buy for the money because the superior longevity of the product cancelled out the slightly higher initial price. “I feel the essay may be moot because we may not be doing any curbing whatsoever,” Barra said. He pointed out the borough’s fiscal problems and then read an ordinance that stated that curbing and sidewalks were the responsibility of the landowner, not the local government. In past years, Barra admitted, some curbing projects had been carried out, street by street by the borough, but this would not be one of those years because the money is not there and it is not the borough’s job. Duffy then asked Barra to visit his street, Knowlton Court, and see the damage caused to his own house because the existing curbing could not stand up to heavy rain. Barra acknowledged the problem but said he understood that temporary flooding damage was even worse at other houses. “We need to take care of people who have very serious flooding issues,” Barra said. “If it comes to priorities, that’s our first priority. We don’t know the answer yet. We may not be curbing this year. We simply can’t afford it.” Keep us coming to your mailbox... It’s FREE!
