Page 12 THE VILLADOM TIMES III • February 3, 2010 Allendale Council plans $1.5 million in capital improvements by John Koster Last week, the Allendale Borough Council introduced two bond ordinances to cover comprehensive capital improvements of almost $1.5 million. The governing body also discussed a number of initiatives to save energy and money for borough taxpayers. The larger of the two bonds, for $750,000, will cover repairs and improvements to Allendale’s infrastructure and police technology. The smaller bond, for $120,000, will cover improvements to the equipment of the Allendale Water Utility. Bonds in the amount of $344,700 would fund road and sidewalk improvements. That sum would be augmented by $200,000 from a state grant and $285,000 from private contributions from adjacent property owners. The money to be spent for in-car video systems, portable radio systems, and a video monitoring system for the police department would total $99,300. New communications equipment for the volunteer fire department would be funded by $37,000 in bonds, and a sewer lateral camera and a screener for the sewer department would be bonded at $51,700. Other sewer department items would be bonded at $5,250. Allendale also plans to bond $75,000 for improvements to parks and recreation areas, and anticipates a matching grant of $75,000 from Bergen County to help defray the cost of the improvements, including a barrier-free pathway from the parking lot to West Maple Field and backstops for the various ball fields. Drainage improvements were estimated at $100,000. The smaller bond would defray technical improvements to the water department with $114,000 for equipment and $6,000 for financing. Most of the money, $77,000, would be devoted to a new system in which water consumption can be monitored by radio technology. An individual would drive through the neighborhood, collecting information provided by radio responses from individual water meters. Mayor Vince Barra asked all residents to cooperate by scheduling one-time hookups of the radios to their water meters, for a long-term savings in water department man-hours and an end to estimated billing. A hook loader conversion of a mason truck, conversion of a multi-purpose truck, and computer improvements would be funded in the amount of $33,800. Councilwoman Amy Wilczynski also saved the borough some money when she learned that Public Service Gas & Electric would provide a free energy audit for the municipality and would also pay for some of the improvements needed to save energy. Wilcynski and Mayor Barra added that, if 100 residents attend an energy audit lecture and sign-up at the municipal building at 7:30 p.m. on Wednesday, February 3, the utility company would give Allendale $800, even before the long-term savings on making houses and other buildings more energy efficient.
