Lonergan appointed as borough’s COAH planner
by Jennifer Crusco Mary Beth Lonergan has been appointed Council on Affordable Housing planner for the Borough of Ho-Ho-Kus. Lonergan replaces Janice Talley, who recently resigned the post in Ho-Ho-Kus to accept a full-time position with the City of Montclair. Asked about Lonergan’s appointment, Ho-Ho-Kus Borough Attorney David Bole acknowledged that COAH is currently in a state of flux, but said, “Municipalities still have responsibilities to provide affordable housing (regardless of COAH’s future).” While he anticipates that new rules and regulations for affordable housing will be forthcoming, he said he would like to see those regulations presented more efficiently. “We will still need a knowledgeable person with respect to COAH or any COAH successor,” he added. Borough Administrator Don Cirulli pointed out that the borough is still required to have a COAH planner. He said Lonergan is well qualified for the position. According to the resolution approved at the last public council session, Lonergan is a professional planner with the firm of Clarke, Caton, and Hintz in Trenton. The resolution states, that the “foregoing contract is deemed a professional services contract exempt from competitive bidding pursuant to the Local Public Contract Law and is furthermore not subject to pay to play requirements
since the anticipated value of the contract is under $17,500 as determined by the borough’s chief financial officer.” The resolution also states that Ho-Ho-Kus CFO Joseph Citro has certified that there are adequate funds available for the contract with Lonergan. The contract, which commenced Nov. 23 is due to continue through Dec. 31. However, Borough Administrator Cirulli said a new agreement will extend Lonergan’s responsibilities with the borough through 2011.
