Beyer of Battle Creek, Michigan, Christopher A. Beyer of Pennington, Jeffrey N. Beyer of South Windsor, Connecticut, and Allison L. Heder of Highland Mills, New York, and 11 grandchildren. Charles F. Carr of Wyckoff died April 6. He was 85. He was a U.S. Navy veteran of WWII. He was owner and founder of Atlantic Tubing Company. He is survived by his wife Jeanne (nee Slavin), his children Susan Cluzel of Princeton, John M. Cluzel of Mahwah, William M. of Boulder, Colorado and Caroline Cluzel of Wyckoff, and one grandchild. She was a member of the Hawthorne Gospel Church and was involved with many Assembly of God churches. She is survived by her husband Dow Drukker, her children Gail Parker of Ramsey, and Robert Johnson of Dunwoody, Georgia, stepchildren Joann Hartensveld of Butler and Rhine Drukker of Wayne, 10 grandchildren, 15 great grandchildren, 11 step grandchildren, and 11 step great grandchildren. Arrangements were made by Feeney Funeral Home in Ridgewood. Retired U.S. Navy Rear Admiral William A. Kearns Jr. of Charlottesville, Virginia, formerly of Ridgewood, died April 4. He was 77. He had a 31-year career in the U.S. Navy. He was commander of USS Raritan, USS Arcturus, and USS El Paso, and was the commissioning commanding officer of USS Nassau. As a flag officer, he served as Inspector General, U.S. Atlantic Fleet; commanded Amphibious Group Two in Little Creek, Virginia; and served on the staff of the Chief of Naval Operations in Washington, DC. A Master Mariner, he served as civilian master of several U.S. flag vessels following his retirement from the Navy. He is survived by his wife Tammy Weber Kearns of Charlottesville, his children Constance K. Smith of Barboursville, Virginia, Susan K. Tusing of McLean, Virginia, Navy Captain William A. Kearns III of Honolulu, Hawaii, and Thomas E. Kearns of Pahoa, Hawaii, and six grandchildren, and his sister Marcia K. Lyons of Riverside, California. All his suggestions did not meet with enthusiastic support, however. “Raising existing fees – it’s not a large amount and it will help keep pace, so I’m not concerned about that. The white goods is a valid issue, but charging for the parks – I’m not crazy about that,” said Councilman Don Sciolaro. Kratz explained that a number of groups have asked to use the park and reserve it for their exclusive use, and said that may be an appropriate use to charge. “I’m a citizen. Why should I pay to have a party at the park? It was built for the people in town, not to make money off them,” commented resident Al Coldon of the proposal. Kratz said that a sewer usage fee for residents with sump pumps that do not drain into the storm drain system, may be difficult to assess because it’s hard to judge how much gallonage goes into the sewer system. “We’ll have to figure out how to identify those users,” he said. “It’s food for discussion,” Kratz said of his suggestions.
