The project follows Ridgewood philanthropist David Bolger’s announcement that he would not again donate to Ridgewood, including the public library, where a new security system now being installed will reportedly be his final contribution. Ridgewood Mayor Keith Killion, speaking before the meeting, said Bolger’s name had never officially been part of the existing ordinance, which bans individuals from making donations to Ridgewood 90 days before and 90 days after they have an application before one of the village’s municipal boards. Neither Killion nor anyone else accused Bolger of any impropriety. When the philanthropist’s name was mentioned at meetings, his generosity was praised even by the proponents of the ordinance. The council’s position was that the members who voted to adopt the ordinance simply wanted to remove any public perception that Ridge- Council drafting donation ordinance wood’s official approval could be influenced by donations. When it was first proposed, the ordinance was opposed by the library director, the library board, and at least one former mayor. The council approved the ordinance by a 3-2 vote, with then-Mayor David Pfund and then-Councilman Patrick Mancuso opposed. The issue resurfaced a few weeks ago when Bolger sent a work crew to paint the columns in front of the library and Ridgewood Village Hall. A request for the council’s acceptance came up on a Ridgewood Village Council agenda after the work had been completed. “This is something just to get the process rolling,” Village Manager Ken Gabbert said of the amendment process. “Virtually everywhere we turn, somebody is giving a contribution to the village.” Councilwoman Bernadette Walsh, who was not on the council when the ordinance was adopted, said she felt that the 90-day (continued on page 16) 0.4-time district music teacher, class 1 step 1, at a part-time salary of $22,393.
