Ridgewood Village Manager Ken Gabbert said that the level of feedback so far indicates that the municipality is able to carry out an acceptable level of services despite a 14 percent reduction in the municipal government’s employment base due to layoffs, cuts in hours, and negotiated retirements. “I think we’re still delivering services,” Gabbert said last week. “It’s been a scramble.” Gabbert said that services appeared to be generally acceptable to residents after Ridgewood laid off 18 employees, and reduced seven full-timers to part-timers, while eliminating four part-time positions. The total of 29 layoffs or reductions was augmented by 11 people who elected to retire. Gabbert said the full impact of these changes would be better understood when Ridgewood’s summer vacation season ends in the next week or so and staffers and demands

He said that Ridgewood now has 353 employees on the roster, including lifeguards and other seasonal summer help, but that the roster would be reduced to 248 full-time employees in the fall. Ridgewood police officers were able to save the jobs of the two most recently hired Ridgewood Police Department patrolmen by offering to take one unpaid furlough day per month if the two newest men could be retained. Former Village Manager James Ten Hoeve had suggested that all employees, himself included, could prevent layoffs if each person took one unpaid furlough day a month, but this concept was almost unanimously rejected. Former Interim Manager Heather Mailander, who has since returned to her duties as the village clerk, broached a similar suggestion. “Furloughs in general only cover up long-term problems, but if they’d been instituted a couple of years ago they
