Salary ordinances amended following residents’ input
by John Koster The Ridgewood Council has tabled the adoption hearings for the village’s two salary ordinances, after hearing input from several residents. The ordinances will now be amended and considered for probable adoption at the Oct. 27 council session. “The deputy fire chief position is gone. Why is it still on the ordinance?” resident Boyd Loving asked. He added that the fire director’s position had also been deleted and that the deputy village clerk’s job was now a part-time position rather than a full-time position, as are several other posts. “If these positions are being carried on the schedule, does that mean they are still in the budget?” Loving asked. Resident Roger Wiegand essentially agreed with Loving. Deputy Mayor Thomas Riche asked that Village Manager Ken Gabbert identify which positions listed in the salary ordinances are now part-time. Mayor Keith Killion, seconded by Councilman Paul Aronsohn, agreed with Riche and asked Gabbert to accede to a request from Loving and Wiegand that the printed drafts of the salary ordinances be revised to show that seven of the positions covered as if they were full-time have now become part-time, and that a few others have been eliminated. Gabbert explained that the printed ordinance, which shows ranges for particular job titles, was essentially theoretical and that the actual budget, with dollars-and-cents figures for existing positions, would show how much Ridgewood employees were actually paid. “Because the position is on here, you don’t necessarily have to fill the position,” Gabbert said. “This ordinance deals with a range for a position, not for a position. The actual salary is in the budget...This is a planning document that does not immediately fill the position.” “Now I’m getting confused,” Mayor Killion said. Gabbert said that it represented good advance planning to have the salary ranges listed in case the positions should again become viable. Killion and Aronson asked if the words “part-time” could be added to the ordinance, and directed Gabbert to do so.
The salary ordinances as printed provide a salary range of $48,345 to $65,749 for the deputy village clerk, a position that no longer exists, and a salary of $41,219 to $66,267 for the combined job of animal control officer and property maintenance officer, although the position of animal control officer no longer exists. Loving pointed out that the animal control officer’s truck has already been sold, but Gabbert said the responsibility had been contracted so that Ridgewood still has animal control, though not by a fulltime Ridgewood employee. The chief financial officer and the fire director, however, are both listed as “retired” on the draft of the ordinance as originally introduced. Resident Leonard Eisen spoke from a slightly different perspective. Eisen strode to the lectern and saw a Holy Bible, left there after giving the oath of office to three newly promoted Ridgewood Fire Department officers earlier in the meeting. Eisen mentioned the story of Cain and Abel in which Cain slew his brother and then asked, “Am I my brother’s keeper?” (continued on page 14)
