What’s the risk here? I say table this until we see what comes out of Trenton.” Boyd Loving, another resident who does not live on Broad Street, concurred that the Broad Street neighbors have a right to protect their quality of life against outside interference. “Not one person, with the exception of the CEO of West Bergen Mental Health, has spoken in favor of this,” Loving said. “This entire neighborhood is against it. Do the right thing: Reject this. Support the people of the community who don’t want this.” The visibly upset neighbors left the room before the Ann Marie Tuomala of Waldwick died Feb. 25. She was 80. Neighbors who heard about this afterwards vowed to petition with a list of notification failures, hoping that in the meantime the governor’s bid to rein in COAH might give municipalities back some right to control their own destinies. The council also had to vote a resolution at the end of the session to legalize the approval. The resolution was listed as a “statement of reasons for adoption of Ordinance 3240 despite inconsistency with Land Use Element in the Master Plan.” Patrick H. McAndrews Broad Street (continued from page 3) changes,” said Rita Blacker, another resident. “It seems incredible that there’s nowhere else in Ridgewood where you can build affordable housing.” The council approved the zoning change by a 3-2 vote. Councilmen Keith Killion and Patrick Mancuso voted against the ordinance, while Mayor David Pfund and Council Members Anne Zusy and Paul Aronsohn voted to approve the change under pressure of mediation with the Council on Affordable Housing. Pfund, Aronsohn, and Zusy all said they disliked the way West Bergen Mental Healthcare and COAH “had done an end run” around previous rejections by the Ridgewood Board of Adjustment and the Ridgewood Village Council in August of 2009, but argued that the tacit threat of litigation by West Bergen supported by COAH would probably lead to approval of the plan even if the Ridgewood Council denied the proposal a third time. “As has been noted by a couple of folks, this process stunk,” Aronsohn said. The audience, which consisted of about 40 people from Broad Street, applauded. When he capped his verbal criticism of COAH and West Bergen by saying that he would reverse his “no” vote from August and vote in favor, there audience was silent. Zusy referred to COAH as “the 800-point gorilla in the room,” but said her Providingfor West Bergen to volunhope was emotional and tarily accept an architectural plan that was less intrusive spiritual support, professional counseling and financial and than the building now proposed for the site.
