McMahon Franklin Lakes could realize thousands of dollars in annual revenue from a new contract awarded to Green Sky Industries, Inc. of Clifton, a company that recycles newspaper and mixed paper. Recycling Coordinator Rich Lilienthal and Borough Administrator Gregory Hart recommended that the contract for the marketing of newspaper and mixed paper recyclables be awarded to the vendor that submitted the most favorable proposal, based on price and other factors, and Green Sky Industries emerged as the best option. Green Sky was one of five vendors that submitted proposals. They offered, among other things, to pay for the recyclables at the rate of 135 percent of the official board markets’ high monthly published price for Grade #6 newspapers, with a current price of $54 per ton and a floor price of $40 per ton. Hart advised that, in 2009, the borough collected approximately 1,000 tons of newspaper, cardboard, and mixed paper. Under this contract, he said the borough will now be paid for disposing of these recyclables, and the minimum the borough will receive is $40,000 per year. Green Sky will also rebate the borough 75 percent of the official board markets’ high monthly published price in the New York area for OCC Grade #11 corrugated cardboard delivered to their Clifton processing facility, with a current price of $82.50 per ton and a floor price of $50 per ton. The company will provide several additional programs, such as educational outreach to Franklin Lakes elementary school students with one the their state certified teachers who will offer interactive lessons focusing on reuse, reduction, and the proper way to recycle at no cost to the borough. The company will also offer confidential document shredding twice a year at the municipal building and will provide sufficient lockable containers at that location for the collection and storage of that material. Green Sky will also collect milk and juice cartons and aseptic containers, which store liquids that would ordinarily need to be refrigerated at room temperature, with commingled recyclables. Hart said this is a new recyclable material and may take a lot of the bulk out of the solid waste stream. In addition, the vendor will provide the borough with a 40-yard rolloff container to be placed at the community recycling depot at the department of public works building on DeKorte Drive for the collection and storage of mixed newspaper, and they will provide the container and (continued on page 16) Police representative to discuss curfew A curfew ordinance that is intended to curtail the number of police service calls that usually result from mischief the night before and the night of Halloween each year will be reviewed at the Franklin Lakes Council’s October work session. The ordinance was recommended to the Franklin Lakes Borough Council by former Police Chief Irving Conklin and Juvenile Police Officer Jeff Jost, and it was introduced at the last public meeting of the council. However, based on concerns expressed by some council members prior to its introduction, the council has invited Jost to the meeting to address those concerns. The ordinance would prohibit any juvenile under the age of 18 from being on any public street or in any public place between the hours of 10 p.m. and 6 a.m. on Oct. 30 and 31, unless he or she is accompanied by a parent or guardian, or unless that juvenile is engaged in, or traveling to or from, a business or occupation the state’s laws authorize a juvenile to perform. In addition, no parent, guardian, or one having custody of a minor under the age of 18 would be allowed to knowingly permit such a minor to loiter, idle, wander, stroll, play, or be out on any street or public place or any unsupervised place on foot or by vehicle during the dates and times specified.
