She is survived by her siblings Bill Abma of Midland Park and Sharon Donten of Lafayette, and her nephew Daniel Abma. She was predeceased by her parents William and Linda Abma. Arrangements were made by Vander Plaat Funeral Home in Wyckoff. Memorial donations to a charity of choice would be appreciated. Louis J. Dougherty, M.D. of Woodcliff Lake died Sept. 19. He was 82. He was an associate professor at Columbia Presbyterian Hospital in the Department of Urology. He practiced for many years in Midland Park, and was affiliated with Valley Hospital in Ridgewood. He was a graduate of Portsmouth Abbey, Yale University, and Weill Cornell Medical College. He is survived by his wife Margaret (nee McLoughlin) of Woodcliff Lake, his children Linda Dougherty, Janet Finkle, David Dougherty, Irene Knott, and Susan Dacey, seven grandchildren, and his siblings Barbara Sullivan and Henry P. Grace Eidschun of Ridgewood, formerly of Glen Rock, died Sept. 17. She was 96. She was a member of Christ Church in Ridgewood where she was a member of the Women’s Guild. She is survived by her sons Donald Eidschun and Fritz Eidschun, both of Ridgewood, seven grandchildren, and two great-grandchildren. Arrangements were made by C.C. Van Emburgh Funeral Home in Ridgewood. The Reverend Bruce J. Hoffman of Flemington, formerly of Wyckoff, died Sept. 19. He was 71. He served churches in the Reformed Church of America in Schenectady, New York from 1964 to 1970, and Wyckoff from 1970 to 2003. He then served as interim pastor for churches in Oakland, Bergenfield, Lincoln Park, and Kinnelon. While in Wyckoff, he served on the board of the Christian Health Care Center, and was chaplain of the Wyckoff PBA for many years. He was also an active leader in other church and community organizations. He graduated from Hope College and Western Theological Seminary in Holland, Michigan. He is survived by his wife Joanne (TenHaken) Hoffman, his children Sharon Hansen of Waldwick, and Lynda Benton of Ringoes, four grandchildren, and his sisters Judy Cordia of Clymer, New York, and Marilyn Serum of West Chester, Pennsylvania. Edward Ryan of Wyckoff, formerly of Midland Park, died Sept. 21. He was a U.S. Army veteran of WWII. Before retiring in 1982, he was a traffic manager with CSX Railways. He was a member of the New York City Traffic Club. He was a founding member of the Church of the Nativity in Midland Park, where he served as an usher and was a member of the Holy Name Society. She had been a registered X-ray technician. She was a member of Abundant Life Reformed Church in Wyckoff. In Ocean Grove, she was a member the Ladies Auxiliary of the Auditorium Ushers’ Association, the Historical Society, and a volunteer for the Camp Meeting Association. She was a member of the Keepsake Doll Club and the North Jersey Doll Club. She served as a Wyckoff crossing guard for many years. She is survived by her husband Robert V. Ryerson of Wyckoff, her children Joel Ryerson of Lodi, Dorothy Caricato of Tobyhanna, Pennsylvania, Daniel Ryerson of Howell, and Jerold Ryerson of Holmdel, four grandchildren, and one great-grandchild. He was a 2005 graduate of Midland Park High School, and he graduated from American University magna cum laude in 2009. While attending American, he was a chef and educator at “Brain Food” in Washington, D.C. He was also a food educator with Children’s Aid Society in the Bronx and Upper Manhattan. In 2008, he spent nine months in Chile, and received a grant regarding “Student Social Justice in Chile,” on which he wrote a thesis. He was on a bike tour in New Brunswick, Canada with the Otesha Project, teaching about sustainable living and the environment, when he died. Ryerson (continued from page 7) transportation free of charge for the duration of the contract. The contract, which took effect Sept. 1, will run through Dec. 31, 2012. The borough recently entered into a new contract for the pickup of garbage and recycling materials in the borough and as of Sept. 1. Under the new contract, there will be solid waste collection two days a week from April through September, and one pickup per week from October through March. If solid waste is not picked up on a regular collection day because of a holiday, it will be picked up on the next day. Grass and yard waste will continue to be collected with the garbage for the remainder of 2010, but grass and yard waste will be collected separately from solid waste starting in 2011. Recycling collections will continue once a week on Wednesdays throughout the year, but leaf collection will not be provided by the hauler this year. Property owners will have to dispose of leaves by taking them to the borough’s composting facility on DeKorte Drive or by contracting for that service privately. Grace Eidschun Tax reform (continued from page 12) that the governor intended to provide local officials with meaningful tools to limit the otherwise devastating impact of the cuts because he realizes that a 20 percent cut in revenue replacement funding, instead of the statutorily required increase in that funding, would present a serious challenge to local budget makers. Noting that Christie and the legislature have enacted a two percent statutory cap on annual property tax levy increases, the resolution acknowledges that the governor was correct when he said, “New caps without the tool kit are unworkable.” Therefore, the council’s resolution insists that statutory arbitration reforms must limit the full economic impact of salary awards to conform to the two percent cap and that statutory health benefit reforms must also limit future health benefit costs to the two percent cap. In addition, the resolution demands that municipal revenues, such as the energy tax, which are now collected by and diverted to the state, but which are legally intended for municipal property tax relief, must be constitutionally dedicated for that original purpose, or, in the alternative, those taxes should be reformed to allow collection directly by municipalities. The resolution also calls for the state administration and legislature to advance immediate state mandate relief initiatives to assist municipalities in managing their budgets within the two percent cap and to advance reforms to the Fair Housing Act and COAH. In addition, the resolution demands that a cap exception for the costs associated with tax appeals be included, and those costs mandated by the Administrative Office of the Courts be excepted from the two percent cap, or the costs of new AOC mandates should be capped at two percent. The resolution was recommended by the New Jersey State League of Municipalities, which has as its goal the passage of its resolution by all 566 municipalities in the state. According to William G.
