McMahon The Franklin Lakes Council has passed a resolution calling on the New Jersey State Legislature and Governor Chris Christie to enact property tax reform and state mandate relief. That reform would include the governor’s “Tool Kit to Meet Today’s Fiscal Challenges,” which is intended to accomplish the following objectives: collective bargaining reform, pension and benefits reform, civil service reform, management reform, a constitutional cap on increases in spending for direct state government services, and a constitutional cap on property tax increases. The resolution calls for immediate passage of the tool kit reforms and mandates relief, which would include interest arbitration reform, civil service reforms, public employee pension and benefits reform, disciplinary procedures, school and special district elections reforms, and reforms to the state’s Fair Housing Act and the Council on Affordable Housing, and relief from state mandates. The council’s resolution points out that Governor Christie recognizes that difficult times demand difficult choices, and, facing an unprecedented revenue gap this year, he introduced, and the state legislature passed, a budget that cut municipal property tax relief funding by about $450 million from last year’s already reduced totals. The most recent master plan reexamination for the borough was adopted in 2004.
