Alice Corless Colonese of North Bergen, formerly Wyckoff, died Sept. 13. She was 75. She had been employed at the corporate office of JC Penny in Manhattan. She was a parishioner of Saint Gabriel’s RC Church in Saddle River and a former parishioner of Saint Elizabeth’s RC Church in Wyckoff. She is survived by her husband Frank, daughters Allyson, Angela, and Tricia, siblings Patrick and Colleen, and her aunts Ginny and Lorrey. She was predeceased by her parents Patrick and Frances. Arrangements were made by Vander Plaat Funeral Home in Wyckoff. Angela Marie Lefford Davies, nee Careccia, of Newton, formerly of Franklin Lakes, died Sept. 8. She was 67. Before retiring, she was a teacher with the Franklin Lakes Public Schools. She was a member of Literacy Volunteers in Sussex County, and the Sophia Inclusive Catholic Community of Sussex County. She is survived by her husband George Davies of Newton, her children Van Lefford of Wrightstown, Sarah Lefford Cieslik of Irvine, California, and Adam Lefford of Mahwah, her step children Michele Pisacane of Fair Lawn, Scott Davies of Washington Township, and Chris Davies of Wayne, 10 grandchildren, and her siblings Joseph Careccia, Carmela Rath and Frank Careccia. She was predeceased by her daughter Beth Lefford. Arrangements were made by Vander Plaat-Vermeulen Memorial Home in Franklin Lakes. He was 87. He was a U.S. Army veteran of WWII. He had been a manufacturing executive, owning and operating several manufacturing companies in New Jersey, Florida, and Haiti. Prior to starting his business career, he played professional basketball in New York. He is survived by his wife Tracy, daughters Randy and Stacy, and three grandchil-

(continued from page 4) the board has broad authority to impose discipline for student conduct that occurs on school grounds or at school events, and she acknowledged there may be occasions when a student’s conduct away from school grounds would necessitate the revocation of his or her ability to participate in extracurricular activities. But she found that the board’s regulation gives the board more authority than is authorized by the state’s administrative code. The commissioner did not address the constitutional arguments described by Judge McGill in his recommendation, but she adopted McGill’s recommendation and found the regulation unlawful. She directed the school board to revise its policy to bring it into compliance with the requirements of the state’s administrative code (N.J.A.C. 6A:16-7.1 and N.J.A.C. 6A:16-7.6). In June, Judge McGill recommended that the commissioner of education nullify the regulation based on his finding that the Fourteenth Amendment to the U.S. Constitution provided “heightened protection against government interference with certain fundamental rights and liberty interests.” He included in those liberty interests the interest of the parents in the care, custody, and control of their children. McGill’s recommendation was the result of a petition filed by Gregory and Theresa Meese, the parents of a recent Indian Hills High School graduate. The petition asked the commissioner to enjoin the regional district from enforcing the regulation that was approved by the board of education in June 2009. School Board Attorney Stephen Fogarty, filed an appeal of that recommendation, citing several exceptions to it, and that culminated in the recent decision by the commissioner of education. Dr. C. Lauren Schoen, superintendent of the regional district, confirmed that the regulation linked participation in extracurricular activities to students’ compliance with certain behavioral expectations for conduct away from school grounds. She explained that the board’s policy provides for suspension of students from extracurricular activities for set periods of time if the student is arrested or charged by law enforcement and a school administrator subsequently determines that the student’s conduct violated behavioral expectations.
