E-Ticket system
(continued from page 7) to operate this system as opposed to purchasing and using paper traffic summonses. According to Seltenrich, the 79 cent per ticket cost of leasing the hardware and software will be based on the police department’s past summons production numbers and will be assessed by the vendor. If more summonses are written than past history projects, the cost would become significantly less at 49 cents per ticket. In the leasing option, the hardware and software support and the necessary paper supply are included in the fee. In the event that the police department writes fewer summonses than usual within a given year, the per-ticket fee would become slightly higher, as a minimum summons number target is required by the vendor. Another option, according to Seltenrich, would have been for the borough to purchase the hardware and software license at an approximate cost of $9,700 for the first year, and approximately $2,000 per year beyond that for software support. There would be no per-ticket fee in that case, but maintenance and printer paper would be at the borough’s expense. Seltenrich pointed out, however, that over a five-year contract period there is essentially no cost difference between the per-ticket fee option, or leasing the equipment, and the purchasing option, provided the borough does not experience hardware repair issues during that time period. Seltenrich emphasized that, while there is no pressing need at this time for the police department to adopt this technology, but it would greatly benefit the court administrator’s office by freeing up time for other purposes.
