Sidewalk dining still being eyed
by John Koster Wyckoff Township Attorney Robert Landel has been authorized to give the proposed sidewalk dining ordinance one more look, and Township Administrator Robert Shannon will ask the municipality’s enforcement officials to review the draft to make sure the proposal is inclusive, but not too inclusive. Wyckoff Township Committee members hope the new ordinance, which would permit restaurants to open bistrostyle sidewalk dining if they can maintain six feet of walkway clearance for pedestrians, will be on the books in time for next spring. “I’m going to massage it a little bit,” Landel said after he received basically favorable reviews for his work on the proposed ordinance. “I like what you did, and I didn’t see any reason to change anything,” Township Committeeman Brian Scanlan told Landel at last week’s work session. Scanlan said he believes the draft ordinance is essentially on target, neither too lenient nor too exclusionary. “On a scale of one to 10, with 10 being the most restrictive,
I would say ours is roughly a three or four,” he said. “I think all the (restaurants) in Boulder Run would qualify. I don’t know about the Japanese place on Franklin Avenue or the places on Wyckoff Avenue -- I think they’re too narrow.” Township Committeemen Christopher De Phillips and Kevin Rooney also said the draft ordinance seemed acceptable. “I don’t think it’s overly restrictive,” De Phillips agreed. “One of the intentions of the ordinance was to drive some business into The Triangle,” Rooney noted. The Triangle is bounded by Wyckoff Avenue, Franklin Avenue, and Main Street. For decades, former residences in that area have been undergoing renovations into specialty shops by new commercial owners. Owners are encouraged to provide off-street, landscaped parking spaces to comply with the ordinances that helped create The Triangle. Sidewalk dining outside of restaurants, once controversial in the Village of Ridgewood, was supported in that town by former Deputy Mayor Paul Callan. After the proposal was approved in Ridgewood, sidewalk dining was said to have revitalized the downtown business district.
The Wyckoff Township Committee has introduced an ordinance to reduce the cost of copying official documents for members of the public. “This ordinance actually makes it easier for residents to obtain public records and it also brings our ordinance into compliance with state law,” said Township Administrator Robert Shannon. The ordinance reflects updates to the Open Public Records Act that will go into effect on Nov. 9. Governor Chris Christie has already signed a law which establishes OPRA fees for photocopies at five cents per page for letter size and seven cents a page for legal size. Government agencies must also provide electronic records free of charge. Actual charges will be stipulated for computer disks, CDs, and DVDs. The price for a zoning map will be reduced from $3 to actual cost of duplication, and bid specification materials will be reduced from up to $100 depending on the scope of the work to the actual cost. The price of a township code book, now $145, and a Land Use Pamphlet, now $60, will also reduced to the actual cost of reproduction. J. KOSTER
