Stapel Timothy Peter Van Goor Doris Lavery (continued from page 4) voted 8-0 with one abstention to adopt the amended school attendance policy, over 800 people attended the lengthy public meeting. Some Oakland officials, Indian Hills teachers, parents, and even that school’s head football coach voiced concern about the amended policy and what they claimed was its potential negative effect on Indian Hills. They expressed the concern that allowing all Franklin Lakes students their choice of schools could reduce the enrollment at Indian Hills to a point where some courses might not be available to the Indian Hills students and it might not be possible for that school to field some sports teams. The meeting was punctuated by several outbursts from the audience. A dozen or so police officers stationed around the auditorium had to maintain control of the meeting. The decision was later challenged by an Oakland couple who claimed it was arbitrary, capricious, discriminatory, and unreasonable. They petitioned the New Jersey Department of Education to have the decision overturned. That petition was eventually dismissed by an administrative law judge and the commissioner of education. G. Thomas Donch, who was the mayor of Franklin Lakes at the time and a strong advocate for ending the split, recently commended the school district for its action to end the split policy. “I want to compliment the school board for getting back to the basics of doing what is best for the kids in both schools and for making this a very homogeneous school system,” Donch said. A year after the decision, in February of 1999, district officials advised that the latest enrollment numbers indicated that the new choice policy had produced no negative effects on enrollment. In 2006, the choice of schools was extended to all incoming freshmen students in Oakland, effectively providing the full choice of the two schools in the district to all freshmen entering Ramapo or Indian Hills.
