Curfew, parents keep borough quiet on Halloween

McMahon The Borough of Franklin Lakes remained relatively quiet on Oct. 30, commonly known as Cabbage Night, Mischief Night, or Goosey Night, and on Oct. 31, which was Halloween, according to the police department. Captain Joseph Seltenrich said he was pleasantly surprised to see that the borough had a relatively good weekend. He credited the new borough curfew ordinance, and the parents of borough juveniles, who kept their children off the streets after 10 p.m. in compliance with the curfew, for the lack of any significant vandalism this year. The curfew ordinance prohibits any juvenile under the age of 18 from being on any public street after 10 p.m. on Oct. 30 and 31 of each year. The curfew applies to all juveniles unless they are accompanied by the juvenile’s parent or guardian, or unless they are engaged in, or traveling to or from, a business or occupation the state laws authorize a juvenile to perform. In addition, the measure prohibits a parent or guardian from allowing an unaccompanied juvenile to be on any public street or in any public place between the hours of 10 p.m. and 6 a.m. on Oct. 30 and 31. Seltenrich advised that only two teenagers were found to be in violation of the new curfew ordinance. They were escorted to their homes, where the police officers spoke to their parents, who were issued warnings. He said no complaints were filed and no juveniles were arrested for being in violation of the ordinance. “The kids seemed to be a little more well behaved this year,” Seltenrich said. “Generally, we had a smaller number of incidents this year than we’ve had in past years.” According to Seltenrich, a few mailboxes were knocked over and some eggs and toilet paper tossed, but not in any specific neighborhood and not of the magnitude the borough experienced last year. In 2009, a leaf fire was set and pumpkins were thrown through car windows. “We didn’t experience any of that this year, thankfully,” Seltemrich continued, explaining that the parents of the community were notified about the curfew ordinance through the schools, the local newspapers, Reverse 911 calls, and a notice to the community from the police department. “I think everybody got the idea and got on board and a lot of parents did the right thing and kept their kids at home,” Seltenrich explained. Seltenrich advised there were a few extra police officers on patrol those two nights, but he emphasized that he did not
want parents to think the police are going to drive their kids home if they violate the curfew in the future. “This is the first year we were instituting the new ordinance, and we wanted to make sure everyone was aware of it and we didn’t want to make arrests,” Seltenrich said, “but in future years, if it continues, then we would.” Seltenrich said he expects the same emphasis will be put on notifying parents and the community of the curfew next year to remind everyone of the regulations and to get the same results.
