Metro PCS antennas approved for police monopole
by Frank J. McMahon The Franklin Lakes Planning Board has approved an application by Metro PCS New York, LLC to add antennas to the telecommunications monopole located on DeKorte Drive. The monopole is located at the rear of the police headquarters building. Reginald Jenkins, the attorney for Metro PCS, advised the planning board that the antennas were needed to address a gap in the service area provided by his client. The addition of the antennas will extend the monopole’s height by 12 feet to a total of 140 feet. That height is now permitted as a result of an ordinance that was recently adopted by the borough council. That ordinance increased the allowable height of telecommunications towers and antennas from a maximum of 130 feet to a maximum of 170 feet, including all antennas. The ordinance also permits the towers, antennas, and facilities located on property owned by the borough to be located within 300 feet of a residential zone. Metro PCS New York, LLC will add a new tier of six antennas on the existing monopole, which is currently 128 feet high. The new antennas will require a maximum height of 140 feet with the relocation of the municipal whip antenna to an elevation of 157.1 feet. In addition, Metro plans to install equipment cabinets on a 10-foot by 12-foot concrete pad that will be located between the police building and the existing Nextel equipment shelter. A cable bridge will be installed between the equipment pad and the existing monopole, and that cable will be routed within the monopole. There will also be underground electric and telephone service to a meter panel proposed adjacent to the existing Sprint/municipal equipment enclosure. During the public hearing before the planning board, testimony was presented by Metro’s professional engineer, a radio frequency engineer, a radio frequency compliance engineer, and a professional planner. any stress on the monopole. Christopher Olson, the radio frequency engineer, described the coverage gap Metro wants to fill, and how the new antennas will increase the company’s coverage in the area. Marc Harris, the radio frequency compliance engineer, told the board the continuous transmission exposure of the new antennas will be 94 times below the maximum permitted by federal law and 470 times below the state’s maximum level. As a result, Harris said, they are “comfortably” in compliance with both federal and state limits. Ryan Reinertsen, the professional planner, showed aerial photos of the property and the monopole. He testified that the monopole with the Metro antennas did not require any variances and represented good planning. He said Metro’s plan is fully compliant with FCC regulations, there is compelling evidence this is a good site, and the Metro plan meets its needs while providing wireless communications use in the least obtrusive manner possible. The monopole behind the police headquarters building was approved by the borough in 1998, when a maximum of three tiers of antennas was permitted: one for the borough and two for future co-locators. Currently, three carriers are in place on the monopole, including municipal antennas, Sprint antennas, and Nextel antennas. Metro will be the fourth carrier to co-locate on the monopole.
