Council directs police chief to halt patrol of 287

McMahon The Franklin Lakes Borough Council has passed a resolution directing Franklin Lakes Police Chief Irving Conklin to stop conducting any radar patrols or any other patrols on interstate highway 287, which runs through the northwestern portion of the borough. The resolution does not preclude the police chief or his representative from sending a police vehicle onto the highway when it is determined to be necessary for an emergency or any other unusual circumstance directly relating to the health, safety, and welfare of the residents of the borough. Councilman William Smith explained that Route 287 is patrolled by state police, and the borough has limited resources to patrol that highway. He said it is a better use of those resources to have patrol vehicles on borough roads. Smith advised that the patrols were recently brought to his attention, and he reviewed the history of the patrols on the state highway with Chief Conklin. The chief supported the idea of removing the patrols from the highway, Smith said. Explaining the reason for the action of the council, Smith said, “The thought I had in mind was that we are not benefiting the borough’s taxpayers to a sufficient extent to have police patrol cars up there. So, at this point, there shouldn’t be any patrols there at all unless the police chief feels there is something occurring up there that makes it an emergency.” Smith said the state is not involved in this decision. “The state is not aware of us being up there or not being up there, and as far as the impact of this decision on violations on that highway, I don’t think we had much impact on slowing people down and I don’t think our absence will cause people to speed up,” the councilman added. Conklin confirmed his support for the removal of patrols on Route 287, saying he feels those patrols belong on borough roads. He also confirmed that the governing body wanted to stop the patrols on 287 in previous years before he was the police chief, but the chief at that time did not agree to stop the patrols. He emphasized, how-
ever, that the police patrols will continue on Route 208 because that is a main road through the borough with many accesses to local streets. The construction of Route 287 through the borough was strongly opposed by former Mayor William Vichiconti, who served from 1979 to 1994. He was successful in preventing the highway from traveling through the middle of the borough, and there are no entrances or exits in the borough. Conceived by the Eisenhower Administration in 1957, the highway was supposed to provide a loop around the metropolitan area of New York and it was supposed to be a military highway that could be used in case of a war to go around the ports of Elizabeth and New York to get to northern New York State. The final 20.5-mile section of 287 opened in November 1993. It extends from Route 202 in Montville to Mahwah, where it joins with the New York Thruway. The opening of the highway was expected to bring relief to Route 208, Route 17, and Route 23 by diverting through traffic onto the interstate highway.
