Leddy to serve as municipal court judge
by Frank J. McMahon The Franklin Lakes Borough Council has chosen Francis J. “Frank” Leddy Jr. as the borough’s new municipal court judge. At press time, the council was expected to pass a three-year appointment resolution. At the council’s regular April session, Councilman Frank Bivona made the motion to appoint Leddy. That motion was seconded by Councilman William Smith. Leddy received the council’s unanimous approval. He will replace Vincent Marino who retired from the municipal bench earlier this year after 38 years of service as the borough’s judge. Leddy advised that he is an avid deer hunter and fisherman and he has two children, a son who is an attorney in Hackensack and a daughter who is in the process of getting her doctorate in clinical psychology. Reacting to the appointment, Leddy said, “I am actually thrilled and grateful to the mayor and council for expressing their confidence in my abilities. We had a very large, talented group of applicants and I’m very happy to have been selected.” Leddy was admitted to practice before the New Jersey State Bar and the Federal Bar in June 1977 and the Pennsylvania State Bar in May 1977. He was also admitted to practice before the United States Supreme Court in June 1983, the New State Bar in December 1983, and the Third Circuit Court of Appeals in 1991. A graduate of Western New England College School of Law in Springfield, Massachusetts, from which he received a juris doctorate degree in May 1976, he also graduated from Fordham University in the Bronx, New York with a BS degree in accounting in June 1973. He graduated from Saint Joseph Regional High School in Montvale with a college preparatory diploma in June 1969. Leddy is a presently a managing member of the Verp and Leddy LLC law firm in Wayne, which is a general law practice specializing in litigation at all trial and appellate court levels including family, civil, general chancery, real estate, and property association interests. The law firm has been the general counsel to the Paterson Housing Authority, various Section 8 private landlords, and corporate clients. He is currently the municipal court judge in the Borough of Emerson, a position in which he will continue, and he is also the acting and conflicts judge in Ramsey, Franklin Lakes, and Teaneck. He was previously the municipal court judge in the Borough of Bergenfield and the municipal
prosecutor in the Borough of Emerson. Prior to that, he was an associate at the Joseph R. Mariniello law firm in Fort Lee where he practiced general law including real estate transactions, criminal and civil litigation, and municipal court trials. From 1976 to 1977, he was the law secretary for Superior Court Judge Paul R. Huot in Hackensack where he conducted extensive research and wrote draft opinions.
