Gated roads to be restricted to emergency vehicles
by Frank J. McMahon The Franklin Lakes Borough Council has introduced an ordinance to restrict the use of two access roads to emergency vehicles only. One of those roads connects Iron Latch Road and Ridgeview Way, and the other connects Surrey Lane in Franklin Lakes to Dara Lane in Oakland. The ordinance identifies emergency vehicles as police vehicles, fire department vehicles, ambulances, department of public works vehicles, and vehicles used by members of the fire department and ambulance corps that are responding to an emergency. Any resident who has a driveway that exits on an access road would be permitted to use that road. Others who violate the ordinance would, upon conviction, have to pay a fine of not more than $200. The ordinance was drafted after a meeting that included residents of those two areas, the borough council’s Public Safety Committee, and the police chief and traffic safety officer. The session was held to permit discussion of a recent decision by the council to leave the two gates in those areas open in the interest of public safety. The meeting was scheduled after several residents of those areas attended council meetings in November and December and voiced their objections to the decision to open the gates. The meeting was intended to provide a forum where the reasons for the council’s action and the recommendation of Police Chief Irving Conklin could be openly discussed with the residents so some common understanding could be reached as to why the gates were not being left closed and locked, as they have been for years except in the winter months, but left open so emergency vehicles will not be delayed when traveling through the area. Both sides continued to express their reasons at the meeting for wanting the gates left open or closed, and Chief Conklin and Traffic Safety Officer Robert Lyon explained that the closed gates increase the time it takes police officers to respond to an emergency on Ridge View Way or Surrey Lane. Councilman Steven Marcus told the residents
the council felt the public safety issue was more significant than the legitimate concerns of the neighborhood residents. (continued on page 23)
