Donald Suydam of Wyckoff died June 16. He was a U.S. Navy veteran of WWII. Before retiring in 1989, he was a teacher at the Bergen County Vocational School in Hackensack for 21 years. He was a member of the Wyckoff Reformed Church, the Wyckoff Masonic Lodge #287 F&AM, the Fortitude Lodge #200 F&AM of Ramsey, the New Jersey Education Association, and the National Education Association. He is survived by his wife Alice M. “Dolly” Suydam, and several nieces, nephews, great nieces and nephews and great grand nieces and nephews. He was predeceased by his brother Henry Suydam Jr. Arrangements were by Vander Plaat Funeral Home in Wyckoff. Memorial donations may be made to the Masonic Home of New Jersey, 902 Jacksonville Road, Burlington, NJ 08016. Virginia Van Soest, nee Broadfield of Franklin Lakes died June 16. She was 90. She has been a member for over 60 years of the Eastern Star Peace Chapter 98, Clifton. She

He was a member of Protection Fire Company # 1 in Wyckoff. He is survived by his companion Carol E. Banks, his children Stephen Wise Lawrence of Cornwall on Hudson, NY, and Meg Wise Lawrence of Forest Hills, NY, his companion’s children Glenn Banks of Wyckoff, and Nancy Snyder of Andover, nine grandchildren, and his sisters Pat Lamb, and Frances Portley. For more information, call (201) 825-3767. Association seeks donations The Social Service Association of Ridgewood and vicinity is seeking donations to send needy children to camp. Many of the agency’s client families have been affected by job losses, illness, and the absence of one or more parent. In many cases, the working parents in these families are unable to afford child care or provide any recreational opportunities to their children when school is out. For over 40 years, SSA has provided camperships for boys and girls who would not otherwise have the opportunity to attend day camp. SSA provides basic supplemental financial assistance and case management services to individuals in Ridgewood, Glen Rock, Ho-Ho-Kus, Midland Park, Waldwick, and Wyckoff. Summer Day Camp available The Gifted Child Society’s Summer Super Stars camp program has openings available for eligible children (age years through grade eight). The session will run from July 19 through Aug. 6. Mornings include programs in science, technology, arts, and humanities. Afternoons include swimming, individual and team sports and games, computers, workshops on drama, arts and crafts, book clubs, chess, and more. Fridays are for field trips and on-site events. Summer concert series announced The best of rock and pop tribute bands will headline the 2010 TD Bank Summer Concert Series hosted by The Ramapo College Foundation on the college campus in Mahwah. On four Thursday evenings in July, families from across the region will listen to great music and enjoy a picnic with friends on the band shell lawn. The series will begin July 8 with Jimmy & the Parrots, a Jimmy Buffett tribute band. The group offers the best of Jimmy Buffett along with all time favorite island tunes. Following this first concert, Ramapo College will host a fireworks display at 9:30 p.m. The fireworks rain date will be July 15. The B Street Band will appear July 15 with its Springsteen tribute. On July 22, the Glimmer Twins, a Rolling Stones tribute band, will hark back to a time when rock & roll and The Rolling Stones ruled. The final concert will be July 29 with Bobby and the Jets playing Elton John hits. The free concerts begin at 8 p.m. Parking is $5 per vehicle. Judge nullifies district regulation
(continued from page 3) by law, and that it violated various provisions of the New Jersey Constitution, the United States Constitution, and several New Jersey statutes and regulations. They argued that the regulation also violates the state law that provides that a school district’s right to impose a consequence on a student for conduct away from school grounds, including on a school bus or at a school sponsored function, must be exercised only when the conduct, which is the subject of the proposed consequence, “materially and substantially” interferes with the requirements of the appropriate discipline in the operation of the school. In his analysis of the law, Judge McGill noted that the Fourteenth Amendment to the U.S. Constitution provides “heightened protection against government interference with certain fundamental rights and liberty interests.” He explained that the liberty interest in this case is the interest of the parents in the care, custody, and control of their children, which he described as “perhaps the oldest of the fundamental liberty interests recognized by this court.” McGill cited numerous court cases to support his findings, but he ultimately found that the authority of a district board of education over students is subject to limitations, and its right to impose a consequence for conduct away from school grounds is specifically limited to situations where the exercise of that authority is reasonably necessary for the student’s physical or emotional safety, security and well-being, or for reasons relating to the safety, security, and well-being of other students, staff or school grounds. He also found that the school district has no authority to enforce the regulation, determine guilt, or otherwise impose a consequence for alleged violations of the New Jersey Code of Criminal Justice and/or applicable municipal codes or ordinances. He found that the adoption of the regulation was outside, and in excess, of the powers that are authorized by law for an entity and was therefore unlawful and unconstitutional and it violated the Meeses’ parental rights. Theresa Meese said she was delighted with the judge’s decision, which is a recommendation to the commissioner of education and can be adopted, modified, or rejected by the commissioner who, by law, is authorized to make the final decision in the matter. “The school board should understand that the parents have primary responsibility for the nurturing and discipline of their children,” she said, “and that the school’s authority is limited to those times where the school is acting in lieu of the parents or when the health and safety of other children are at risk. We’re happy that the decision clearly delineated that authority and found that the school board overstepped its authority. Our reason for challenging the regulation is that it clearly went beyond the school board’s authority and treaded upon our rights as parents. The school board should know that you don’t teach a child to do right by breaking the law yourself.”
