The use of that expensive equipment would save the cost of two police officers traveling to and from the county jail on overtime pay to transport a prisoner, and the administrative time and paperwork necessary to arrange for a prisoner to be available and picked up at the jail in Hackensack. Doerr explained that, according to the videoconferencing procedure, the borough would fax the complaint and related correspondence to the Ridgewood Municipal Court which, for a fee of $75, would contact the Bergen County Jail and schedule the video conference. The borough’s municipal court judge would then travel to the Ridgewood Municipal Court and conduct the proceeding with the municipal court staff operating the video equipment and providing technical support. After the video conference, the complaint and related correspondence would be returned to the borough’s court. The videoconference program, Doerr said, can be scheduled at the convenience of the borough’s municipal court judge, who could use the service by stopping at the Ridgewood Municipal Court any time during the day. In addition to eliminating the police overtime, Doerr said videoconferencing would eliminate the need to provide a meal to the prisoner, which is a common expense to municipalities because most courts convene in the evening hours. The program would also eliminate the difficulty of transporting male and female prisoners, Doerr said, and it would improve police officer safety and the safety of the public by not transporting a prisoner to an occupied courtroom. Doerr also pointed out that videoconferencing is not only available to a prisoner incarcerated in the Bergen County Jail, but is available in every jail, prison, and correctional facility in New Jersey, eliminating the local court from having to prepare and arrange for an order to produce a state prisoner. She also said it gives the local municipal court the resource to comply with the state law, which requires that a defendant in custody have a first appearance hearing within 72 hours after arrest, and the Bergen County Jail four-day rule, which is designed to avoid the unnecessary detainment of a defendant. According to Doerr, the videoconferencing program can be used not only for the purpose of a first appearance, but also for the acceptance of guilty pleas, delinquent time payment proceedings, and the sentencing of defendants. It also avoids unnecessary delays in process due to any conflict of multiple court appearances a defendant may have. F.J. McMAHON Douglas Neumann Ciciel Girgis Gloria O’R Harper Rodger C.
