McMahon The Franklin Lakes Borough Council has introduced the 2010 salary ordinance that would, if approved as written, increase the salaries of all employees except the police by two percent for the year. Those borough employees include all members of the American Federation of State, County, Municipal Employees (ASFCME) Local 2274B. The members of the Policemen’s Benevolent Association will receive a 3.5 percent increase as part of their contract agreement with the borough. Based on this year’s ordinance, the rate of compensation for the borough administrator is $153,076; borough clerk, $68,071; administrative assistant to mayor and administrator, $40,800; police captain, $136,163; police lieutenant, $133,665; construction official, $78,897; tax assessor, $32,938; chief financial officer, $105,570; tax collector/ deputy CFO/payroll clerk, $58,064; superintendent of the DPW, $105,758; municipal court administrator, $61,108; recreation director, $87,624; and police chief’s secretary, $38,760. The ordinance also includes the following salaries: municipal court judge, effective April 15, $17,000 plus $475 per court session; municipal prosecutor, effective June 15, $14,000 plus $375 per court session; municipal public defender, $4,500; zoning officer, $15,300; and shade tree director, $32,938. Salaries for employees who are members of AFSCME are: assistant to borough clerk, $37,871; accounts payable clerk, $36,200; planning and zoning board secretary, $42,024; police dispatchers, from $27,999 to $49,256; assistant superintendent of public works, $76,879; senior mechanic in the department of public works, $62,027; DPW maintenance workers (including custodian), $32,190 to $61,118; technical assistant to construction official, $43,281; fire sub-code official, $30,718; plumbing sub-code official, $21,412; deputy court administrator, $44,105; assistant recreation director, $38,592; fire prevention bureau chief, $21,563; and board of health secretary/registrar, $45,833. The salaries of PBA employees hired prior to Jan. 1, 1999 are: sergeant, $116,169 with four to five years of service to $124,064 for 18-plus years. The salaries for patrol officers hired prior to Jan. 1, 1999 range from $49,859 in their first year to $117,831 in their 18th year. The salaries of PBA employees hired on or after Jan. 1, 1999 are: sergeants, $112,786 in year one to five up to $124,064 in year 25 and thereafter. Patrol officers in the Bergen County Police Academy basic training receive $40,185 and a patrol officer in his first year receives $49,859. That salary rises to $117,831 in their 25th year and beyond. The $9,500 the mayor usually receives as an annual compensation and the $6,000 the council members usually receive as an annual compensation have been waived this year. In addition to the salary increases, the policy of paying length of service compensation to all full time borough employees who were hired prior to Jan. 1, 2000 would continue under the 2010 salary ordinance. That longevity compensation ranges from three percent of an eligible employee’s annual salary at the start of the fourth year of service up to 10 percent at the start of the employee’s 18th year of service and thereafter. The ordinance also provides for various fees paid to officials assigned to the borough’s athletic teams, such as: professional basketball referees, who receive up to $60 per game; and non-professional basketball referees, who receive up to $15 per game for a double header and $20 for a single game. Baseball umpires get up to $35 per game behind the plate and $25 in the field for pony league and senior girls’ softball; up to $30 and $20 respectively for Ramapo and intermediate girls’ softball and Tiny Tim; and up to $65 per game behind the plate or in the field for professional baseball/softball umpires. Football referees receive up to $65 per person per game and cheerleading coaches receive up to $9 per hour. Soccer referees receive from $20 to $50 per game depending on the division, and lacrosse boys’ professional referees receive up to $70 per game and the one-and-a-half rate is $105 per game. Field lining employees receive $110 per field for initial lining for football, lacrosse, and soccer, and up to $60 per field for regular lining for those sports and $10 per field for baseball, and up to $75 per session for recreation/senior citizen classes.
