Police chief agrees to retire, will take part time post
by Frank J. McMahon Franklin Lakes Police Chief Irving Conklin has agreed to submit his formal notice of retirement which will become effective when it is approved by the New Jersey Division of Pension and Benefits. Conklin currently earns $133,912 per year plus additional salary benefits, such as longevity pay. He has agreed to accept a part-time position as the borough’s director of public safety at $53,000 after the six-month period necessary for him to qualify and be able to work in that position without any impact on his retirement benefits. The retirement and employment agreements were initiated and negotiated by Councilman William Smith with the agreement of Councilman Steven Marcus, chairman of the council’s Public Safety Committee. “These agreements will allow the borough to continue with an individual who has experience and who has proven himself to be a leader and a valuable resource for the community,” Smith said. “We’ve established a situation in which he can continue in that position, but at a considerable cost savings to the borough.” Smith explained that Conklin was getting close to the point where he was going to retire and, if he did, the borough would lose him. Smith suggested a possible part time position where Conklin could continue to work, but not have the same demands on his time. “He considered it, and I was very happy to find out he was willing to accept it,” Smith said. Conklin’s severance agreement with the borough includes payment of $11,553 as full compensation for 22 vacation days
and $1,313 as full compensation for three sick days and two personal days in 2010. The borough will also pay Conklin $1,050 (continued on page 15)
