Two Ramapo High students suspended for drug sales
by Frank J. McMahon The Ramapo Indian Hills Board of Education has passed two resolutions calling for the immediate suspension of two students for the remainder of the school year for engaging in the sale and distribution of controlled dangerous substances to students in the district. The students were accused of engaging in the sale of the drugs on Dec. 3, 2009 and, in one instance, a high school student’s ingestion of the controlled dangerous substance caused a serious medical event requiring emergency hospitalization. One of the students and the student’s parents participated in the hearing on Jan. 4, during which the board presented evidence against the student and the student’s attorney cross-examined the witnesses presented by the board and presented argument and testimony regarding the incident. The other student and that student’s parents indicated their wish not to contend, fight, or maintain a defense to the allegations. They have waived their right to a hearing on the charges and have agreed to the long-term suspension. The students will not be permitted on school grounds during their suspension unless specifically authorized to do so by the district’s superintendent. They will not be permitted to participate in any athletic, co-curricular, extracurricular activities sponsored by the board, including, but not limited to, graduation ceremonies, and they may not attend any board-sponsored activities either on campus or in any school district where either Ramapo or Indian Hills high schools are participating in activities. The students will be provided with an alternative educational program, according to state and federal laws, that meets the state’s core curriculum standards, and the students must participate in substance abuse counseling with the high school student assistance counselor. According to a resolutions passed at last week’s school board meeting, Superintendent Lauren Schoen will report to the trustees at each subsequent board meeting concerning the status of the students’ suspensions, the appropriateness of their current educational program, and whether the students’ suspension should continue or whether the students should return to the general education program. Any further engagement by the students in conduct warranting expulsion according to state law, or their failure to comply with any of the terms and conditions of the suspension, will amount to a “knowing and voluntary” waiver of the students’ right to a free and appropriate public (continued on page 27)
