McMahon The Franklin Lakes Council reorganized last week with Bergen County Freeholder-elect Robert Hermansen administering the oath of office to new council members Frank Bivona and William T. Smith. Councilman Michael Friscia was nominated for council president by Councilwoman Nathalie Lota with a second by Councilman Steven Marcus. Friscia was selected by a unanimous vote of his peers. Friscia was nominated to that position by Councilwoman Paulette Ramsey last year, but Lota was selected by the tie-breaking vote of Mayor Maura DeNicola after Lota and Friscia each received three votes of the council on two different occasions. Mayor DeNicola then issued a proclamation thanking the volunteers of the borough. She recognized that some of the services and programs which are supported or provided in part or entirely by volunteers including the fire department, the ambulance corps, the planning and zoning boards, the board of health, the Recreation and Parks Committee, the shade tree and environmental commissions, the local emergency planning council, the Franklin Lakes Reservoir Advisory and Executive committees, the Juvenile Conference Committee, and the municipal alliance. The following fire department officers were appointed: Fire Chief Charles Bohny, Assistant Fire Chief Denny Knubel, Captains Lawrence Kohan and Ken Steenstra, Lieutenant Ronald Meyers Jr., Lieutenant Ryan Dodd, and James Webb, the president of the Franklin Lakes Fire Department Inc., a civic and social entity that does fundraising for the borough’s volunteer firefighters. The officers of the Franklin Lakes Ambulance Corps were also appointed, including Captain David Kampschmidt, First Lieutenant Laurie Burnette, Second Lieutenant Pat Meyers, Third Lieutenant Carolyn Zimmerman, and President Marc McKeon. The standing council committees were approved by the council following a discussion at the work session after the reorganization meeting. Marcus will chair the Public Safety Committee with Friscia as a member of the committee that handles police, fire, ambulance, safety, and emergency management matters. Bivona will chair the Parks and Recreation Committee with Ramsey as a member of the committee that handles all recreation, parks, and Franklin Lakes Nature Preserve matters. Ramsey will chair the Environmental & Community Affairs Committee with Lota as a member of the committee that handles environmental commission, shade tree commission, board of education, library board, municipal alliance, open space, board of health, and seniors matters. Friscia was appointed to represent the council on the planning board, and he will chair the Planning & Development Committee with Smith as a member of the committee that handles planning and zoning board matters along with construction department, affordable housing, and sewer issues. Lota will chair the Public Works & Technology Committee with Marcus as a member of the committee that handles public works, utilities, recycling, engineering oversight, land and buildings, technology, communications, and cable television matters. Smith will chair the Administration Committee with Bivona as a member of the committee that handles finance, personnel, litigation, legislation, insurance, and grants matters along with administrator, borough clerk, public relations, municipal court, tax office, and appeals. Among the list of professional and staff appointments William Pike was reappointed as the borough’s temporary chief financial officer, and Philip Moore was reappointed as the borough’s tax collector and deputy CFO. Dennis Harraka was reappointed as the municipal court prosecutor, while Salvatore H. Sclafani was reappointed as public defender, and Police Officer Robert Lyon was reappointed as traffic safety officer. Appointments were also made to the borough’s boards, committees and commissions, and temporary budget appropriations, official meeting dates, and other routine matters were approved by consent resolutions of the newly constituted borough council. There were no appointments to several professional positions including borough attorney, auditor, engineer, planner, bond counsel, and risk manager. Applications for the attorney and auditor positions are currently being reviewed and the council wanted more time to review the other professional position appointments. The Franklin Lakes Library is offering a series of computer classes in January. A two-session database searching class will be offered on Jan. 19 and 26 at 7 p.m. The class will uncover the vast array of information on the BCCLS and Franklin Lakes Library databases. Articles on business, health, literature, science and more are just a few clicks away. Basic computer skills are needed to participate in this free intermediate class.
