Borough begins working with Suburban Disposal

McMahon The Borough of Franklin Lakes was abruptly notified last week that Scuffy Carting, the contractor that had been collecting garbage and recyclables in the borough since January 2008, would no longer be providing this service to the borough. Starting last Wednesday, the borough began using Suburban Disposal, a new contractor for collecting garbage and recycling, that was engaged on an emergency basis. Mayor Maura DeNicola emphasized that there had not been any complaints about Scuffy’s service, and their difficulty appeared to be strictly financial. She said the schedule for collections with the new contractor will remain the same as in the past. According to Borough Administrator Gregory Hart, the municipality was advised by a representative of Future Sanitation that the assets of Scuffy Carting had been sold to Future Sanitation. He added that the representative said Scuffy would no longer be providing services, and that Future Sanitation had no intention of assuming the rights or obligations under Scuffy’s contract with the borough, nor were such rights assigned to Future Sanitation. “Prior to these latest developments, Scuffy had been in breach of its contract with the borough for failing to provide a performance bond and notice of the breach had been sent to Scuffy Carting,” Hart said Hart advised that Suburban Disposal will provide the garbage and recycling collection services until such time as the borough is able to solicit bids for these services from a new contractor, but the borough must provide Suburban Disposal with 30 days notice of termination. According to Hart, the emergency contract with Suburban Disposal is for $37,500 per month, while the contract with Scuffy was for $38,117 per month. The borough, through its public works department, will be taking over the responsibility for the once-a-month heavy metal pickup, Hart said. He also confirmed that the contract with Suburban Disposal will have no impact on the borough’s intent to join in the contract for garbage disposal with Oakland and Wyckoff in 2011. That contract is a regional cooperative solid waste disposal agreement with Interstate Waste Services of Ramsey, which will provide the borough with the favorable pricing recently obtained by Wyckoff in a new three-year contract with that firm. Franklin Lakes cannot join the multi-town contract until 2011, however, because it is currently under contract for solid waste disposal with Interstate Waste Services of Sloatsburg, New York, which is essentially the same company, through 2010. Oakland is expected to join in the contract in the middle of this year. DeNicola also advised that, in an effort to further reduce costs, the borough will soon consider the discontinuance of leaf bag pickup and the possibility of reducing the garbage pickup schedule from twice a week to once a week in the winter, as is currently done in Wyckoff.
