The project is expected to cost $500,000. The borough council last week authorized Administrator Michelle Dugan to re-start the application process for an interest-free loan from the NJ Department of Environmental Protection Infrastructure Financing Program. The borough had ranked 293 on the loan list last year, but it did not make the cut for the winter allocation in October. Borough to re-apply for loan from stimulus funds “We don’t know what dollar amount will be available. Hopefully it won’t be reduced from last year’s,” said Dugan, expressing frustration about the process. “We are going into it without knowing the rules. Once the rules are defined, hopefully we’ll reap the rewards. If they still provide reduced loan rates, it’s in the borough’s best interest to pursue,” she added. Last year’s program offered to provide a 75 percent interest-free loan and a 25 percent market rate loan, which was anticipated to be about a 4.5 percent interest. Dugan explained that the actual interest would have averaged out to be 1.8 percent over the 20-year loan period, and there was no penalty for paying the loan off early. Without the state loan, the borough would have to bond the entire amount on its own at market rates, and the rate would likely be much higher than the state agency can procure due to the small size of the Midland Park bond issue, Dugan said. The project would hook up by gravity feed into the Ridgewood system at West Glen Avenue, about 60 homes in the Glen Avenue area, from Woodside Avenue to Erie Avenue. Construction is expected to cost about $270,000, and connecting to ��������������������� ������������ ������������������������� ������������� ������������������� �������������������������� ���������������������� ����������������������������� ������������ the Ridgewood system another $219,000. The borough has already budgeted the down payment for the project in its capital improvement fund and has adopted the enabling ordinances, a grant requirement. The connection will replace the 1970s borough-owned pumping sub-station at the corner of Glen and Erie avenues, about 200 feet down the road into Ridgewood. The sewage is now force pumped from there to the NWBUA treatment plant in Waldwick. The borough will pay Ridgewood a yearly maintenance fee in addition to the connection fee for each of the houses. The village recently upgraded its system and can take the additional flow from Midland Park. Recycling hours (continued from page 3) In another recycling-related issue, the mayor and council decided last week to maintain Fridays as the pickup for recyclables. Waste Management, which holds the contract for the curbside collection, had requested changing the date to Tuesdays. Company officials indicated that in case of inclement weather, the alternate date would be Wednesday, a weekday, whereas with Friday collection, the alternate date is a weekend day. Borough Attorney Robert Regan recommended maintaining the contractual Friday date. He said that if it were changed, another bidder could complain that he could have bid differently with a different date.
