Any person who brings an unlicensed dog into the borough and keeps the dog within the borough for more than 10 days must immediately apply for a license and registration tag for that dog. The license forms and the uniform official metal registration tags as designated by the New Jersey Department of Health are furnished to the dog owners by the borough clerk at the municipal building on DeKorte Drive. Registration tags are numbered serially and bear the year of issuance and the name of the borough. Borough code also prohibits dogs from running at large, in playground areas, and on playing fields within the borough or upon the property of any other person without consent. In addition, the code prohibits any person from allowing a licensed or unlicensed dog to be present within any fenced-in playground or recreation area, including, but not limited to, the municipal tennis courts, or any area used as a playground for small children where the ground is covered with wood chips or other soft landing surface. A playground area, as referred to in the code, includes an area for small children that may contain swings, seesaws, or any similar type of playground equipment. Dogs are also not allowed on any of the borough’s playing fields, which include fields owned by the borough and used for its recreation programs.
