McMahon The Franklin Lakes Council has introduced an ordinance that would impose a $5 late fee on any person who fails to obtain a dog license before the last day of January. If the governing body adopts the ordinance at its Dec. 21 public meeting, the late fee would take effect in 2011. The ordinance would amend the section of the borough code concerning animals. That section requires any person who applies for a dog license and registration tag to pay a $14 fee for any dog of reproductive age that has not had its reproductive capacity permanently altered through sterilization. The fee for altered dogs is $11. Proof of sterilization must be provided by a certificate executed by a doctor of veterinary medicine. In the absence of this certificate, it will be assumed that the dog has not been sterilized and is of reproductive age. Licenses and registrations must be renewed before the last day of January of each year. Seeing Eye dogs, which are used as guides for individuals who are blind or sight-impaired, must also be licensed and registered, but the owner or keeper of such a dog is not be required to pay license or registration fees. Borough code currently requires a license application that must state the breed, sex, age, color, and markings of the dog for which the license and registration are sought, and whether it is a long-haired or short-haired variety; and the name, street, and post office address of the owner and the person who shall keep or harbor such dog. The information on the application and the registration number issued for the dog will be preserved for three years by the borough clerk, who must provide an accurate account of registration numbers issued to the State Department of Health each month. The registration tag must be fastened to the dog’s collar or harness and the owner of any newly-acquired dog of licensing age must apply for a license and registration tag within 10 days after acquiring the dog, or when the dog reaches licensing age. A dog is of licensing age when it has attained the age of seven months, or when it possesses a set of permanent teeth.
