Garbage/recyclables pickup to change in borough
by Frank J. McMahon The pickup schedule for garbage and recyclable materials in Franklin Lakes will change Sept. 1 as the result of a new contract awarded by the borough council. The new agreement calls for solid waste collection on two days a week from April through September, and one pickup per week from October through March. Grass and yard waste will be collected separately from the garbage and recyclables once a week from April through October next year, although grass and yard waste will continue to be collected with the garbage for the remainder of 2010. Recyclable materials will continue to be collected twice a week, and the borough will receive revenue from the collection of newspapers. The separate grass and yard waste collection will begin in 2011, but leaf collection will not be provided by the hauler beginning this year, and property owners will have to dispose of leaves by taking them to the borough’s leaf compost facility or contracting for that service privately. Gregory Hart, the borough administrator, advised that the new contract was awarded to Gaeta Recycling Co., Inc. of Paterson, which was the bidder that submitted the lowest aggregate bid for these services. The agreement will amount to a total bid award of $1,084,200 over the term of the contract, which will extend from Sept. 1, 2010 through 2012. According to Hart, the savings from going from the current two day a week schedule to two days a week in the summer and one day a week in the winter will total $156,800 over the term of the contract, and the additional revenue from paper recycling is estimated at $70,000 over term of contract. The new contract will also meet recycling objectives by including grass and yard waste. The cost savings from the disposal of grass and yard waste based on an estimated 500 tons per year will total an additional $70,000 over the term of the contract, although that cost savings will be partially offset by the cost of separate collections. The borough also anticipates that there will be additional recycling tonnage grant revenue as the result of recycled grass and yard
waste. The new contract will have no impact on the borough’s intent to join the garbage disposal contract with Oakland and Wyckoff which will start in 2011, and the Franklin Lakes Department of Public Works will continue to pick up heavy metal items. The borough was abruptly notified last February that Scuffy Carting, the contractor that had been collecting garbage and recyclables in the borough since January 2008, would no longer be providing this service to the borough. The municipality then engaged Suburban Disposal on an emergency basis as its new contractor for collecting garbage and recyclables. Mayor Mura DeNicola emphasized at the time that there had not been any complaints about Scuffy’s service, and the company’s issues appeared to be strictly financial. DeNicola said the schedule for the collections with the new contractor would remain the same. Suburban Disposal continued to provide the borough’s garbage and recyclable materials collection services until the borough was able to solicit bids for these services from a new contractor.
Larry Loprete, a seventh grade student from the Franklin Avenue Middle School in Franklin Lakes, organized a video game contest and raised over $200 which was donated to Save the Children. After watching the American Idol special ‘Idol Gives Back,’ Larry became aware of the charity and its mission to create a lasting, positive change in the lives of children in need in the U.S. and around the world, and wanted to help. More than 20 students participated and Frank Conte, an eighth grade student, was the first place winner of the contest and received a gift card.
