McMahon The Franklin Lakes Planning Board has approved an application by the Indian Trail Club to construct a new expanded one-story tennis pro-shop building on the club property. The existing onestory tennis pro shop building would be removed. The 136-acre club property, which includes the Franklin Lake, is located within the borough’s recreational zone district and is already developed with several recreational facilities and support buildings. However, the property contains environmental restrictions with wetlands, wetland buffers, and stateowned open waters associated with the Franklin Lake. At a recent public meeting, professional engineer George James provided the planning board with an overview of the proposal to replace the 831 square foot single story pro-shop and snack bar building with a 1,438 square foot tennis pro shop with an expanded concrete terrace next to the clay courts and a combination concrete/grass area on the west side of the building. The plan calls for a gravel walkway, a concrete walkway, and a stone terrace to meet existing walkways. Four seepage pits will collect the drainage from the roofs and the gravel strip east of the new building, and a sanitary connection will be made from the new building to the existing sanitary system on the property. James told the board there would be no significant grade change to the area, and no variances would be required. Although there would be a minor change in lot coverage, it is below the lot coverage permitted. He added that the new building will require no additional parking spaces. James also explained that the proposed tennis pro shop building would be 300 feet from the Franklin Lake, 600 feet from a residential area on Franklin Lake Road, and not near any wetlands. He requested, and received, two waivers: one from the requirement to prepare an environmental impact study because the plan would have minimal effect on the environment and none on the wetlands; and another to show all the roads around the site. Prior to the board’s vote of approval, Planning Board Engineer James Kelly told the board that all his issues had been addressed, and he supported the granting of the two waivers. The Indian Trail Club is located on Franklin Lake Road alongside the 100 acre lake, which provides recreation facilities such as clay court and platform tennis courts, a 25-meter swimming pool and baby pool, a sandy beach at the lake with boating, a fitness facility, and dining facilities. To this end, the foundation recently granted more than $250,000 in funding to the district’s four elementary and middle schools for specific projects, programming and technology.
