McMahon The Franklin Lakes Council has authorized the execution of two contracts with entities that will provide 911 services in the borough. One contract is with the Bergen County Department of Public Safety Division of Emergency Management to provide a Reverse 911 Countywide Emergency Notification System for the borough, and the other is with the Northwest Bergen Central Dispatch for enhanced 911 service. According to Business Administrator Gregory Hart, the county recently contracted for an emergency notification system Reverse 911 that will provide the borough with significant cost benefits. Under that system, there would be no charge for this service or for non-emergency calls if the borough creates calling lists. Currently, the borough pays a subscription fee of $330 per month plus a per-call fee. The borough expended over $5,500 last year for this service. To create the call lists, Hart said the listed numbers might need to be purchased through Verizon and that would be an unnecessary additional expense because most, if not all, of the messages transmitted through this Reverse 911 system would be of a somewhat emergent nature anyway. “While it may limit the borough’s ability to use the service for non-emergent purposes, the borough generally does not use Reverse 911 for those purposes anyway,” Hart advised the council’s Public Safety Committee. He recommended the council move quickly to discontinue the current notification service and enter into an agreement with the county. The agreement with the Northwest Bergen Central Dispatch explains that it was established by the Borough of Glen Rock and the Village of Ridgewood to provide a regional Public Safety Answering Point, or PSAP, for 911 calls and the implementation of the New Jersey Mandated Emergency Enhanced 911 Telephone System program on a shared basis is in the best interest of the taxpayers. Enhanced 911 is a telecommunications based system that automatically associates a physical address with the calling party’s telephone number, and routes the call to the most appropriate PSAP for that address. The caller’s address and information is displayed to the call taker immediately upon the arrival of the call. This provides emergency responders with the location of the emergency without requiring the caller to provide it. This is often useful during fires, breakins, kidnappings, and other events where communicating one’s location is difficult or impossible. The system only works in North America if the emergency telephone number 911 is called. Calls made to other telephone numbers, even though they may be listed as an emergency telephone number, may not permit this feature to function correctly. Outside the United States, this type of facility is often called caller location, though its implementation is dependent on how that telephone network processes emergency calls. During the term of the borough’s agreement with the NWBCD, which runs from June 1, 2010 through Dec. 31, 2011, the borough will pay a service charge of $7,817 based on the borough’s population according to the 2000 census, which listed the number of borough residents at 10,422. The service charge will be due in January of each year. When the borough’s 2010 budget was adopted in May Hart advised that the borough intended to change the provider of the 911 dispatch services and consider using the county for all dispatching services in 2011 in an effort to reduce costs.
