McMahon United Water New Jersey would like to acquire easements on approximately three acres of Bergen County parkland at the Saddle Ridge Riding Center on the Campgaw Mountain Reservation to construct a ground level potable water storage tank. The property in question is located within the boundaries of Franklin Lakes. The proposed concrete and steel water tank would contain three million gallons. It would be 200 feet in diameter and would be a circular ground level tank that with a domed roof. The sides of the tank would be about 15 feet tall and the height from the bottom of the tank to the top of the highest point of the domed roof would be about 40 feet. The site would be fenced, and there would be remote mounted cameras to observe the site, but no audible alarms or flashing lights are proposed. A gate to the water tank site would be located on the easement north of the riding center access road, but the proposed tank would not inhibit or change the access to the riding center. The tank design is subject to the site plan review process by the borough’s planning board, and approval by the Bureau of Safe Drinking Water of the New Jersey Department of Environmental Protection would be required. The tank would be encircled with an earthen berm, or the sides of the tank would be buried and the area surrounding the tank would be landscaped to help screen it from view. The exposed portions of the tank may also be painted to blend into the surrounding landscape. United Water claims the elevation of the area of the of the park property proposed for the tank is ideal because the tank could be operated by way of gravity so the water would not have to be pumped to the water company’s customers. In addition, water officials say this would be the most failsafe mode of operation, the most quiet operation, and it would use the least amount of energy. The existing tank on Cottonwood Drive in Franklin Lakes can hold up to 1.5 million gallons of water, but according to Richard Henning, senior vice president of communications, community relations and proposal development at United Water NJ, it is not enough for that system to meet the higher demands of the future. “Our proposed water storage facility will hold up to three million gallons of water and will help improve fire protection while also improving system-wide pressure in the morning when many Franklin Lakes homes have sprinklers running,” Henning said. “In addition, this new tank will help us improve water service throughout the entire Northwest Bergen County area.”

United Water seeks water tank in borough
The existing water tank in the borough will, however, work in harmony with the tank to be located in the park and, since that park site was previously disturbed when the property was used by the military as a Nike missile base, the impact on the environment would be minimal. The three acres would be acquired by diverting public parkland for private use, and United Water would be required to replace each acre of parkland with three to four acres of new parkland, resulting in the water company having to provide the county with nine to 12 acres of new parkland and/or other qualifying compensation. The borough council has discussed in closed session what land in the borough could be used as potential replacement pieces of property. No sites have been disclosed.
