McMahon Mahwah’s engineering firm, Boswell Engineering, will monitor the dredging project at Winters Pond on West Ramapo Avenue and the cleaning and restoration of the Masonicus Brook. The Bergen County Mosquito Commission’s heavy dredging equipment is already on site and the project has begun, with Boswell Engineering providing the necessary engineering and site supervision services. The project could take a year to a year and a half to complete. Mahwah Township Administrator Brian Campion explained why the services of the township’s engineer are needed, saying, “The permit from the New Jersey Department of Environmental Protection is based on the drawings prepared by Boswell and we need their direction on how to proceed and move forward during the next year or year and a half.” Campion explained further that Boswell has the experienced environmental engineers needed for this project. “I’d feel uncomfortable if we didn’t have thoroughly experienced engineers for this project,” he said. The mosquito commission is performing the dredging, which will remove about three to four feet of silt from the pond bottom, and cleaning of the Masonicus Brook at no cost to the township. Boswell will inspect and coordinate the work by the mosquito commission with the township and inspect and supervise the dredging and cleaning project as required by the state to ensure compliance with the Bergen County Soil Conservation District’s requirements. The Mahwah Department of Public Works has already removed the vegetation along the banks of the pond and brook, and will transport the excavated material to a staging location at the township’s leaf compost area near Stag Hill Road. Once the dredging is completed, the township will be responsible for stabilizing the disturbed areas according to the BCSCD and for the disposal of the dredged material either by locating a contractor willing to accept the material, or by mixing it with compost material and giving it away. The Masonicus Brook originates in New York State, meanders through the township from the Apple Ridge area under Route 17 and crosses back under the highway near West Airmount Road, before continuing on into Winters Pond and the Ramapo River. The portion of the stream to be cleaned in this project extends from the northern limit of Winters Pond to its confluence with the Mahwah River near Ramapo Valley Road (Route 202), a distance of about 3,900 linear feet. That section of the brook is severely silted and a large amount of vegetative debris has accumulated there. According to Boswell Engineering, removing the sediment and organic debris from the stream corridor and restoring the channel to its original depth will improve water quality, re-establish the proper flow patterns, and alleviate flooding.
