Mayor Vince Barra praised the entire staff, especially Allendale Chief Financial Officer Lissa Mayer, for getting the New Jersey state audit figures, which arrived shortly before the deadline, worked into a budget that could be legally presented at the May 28 public meeting. The adoption hearing will take place June 25. “We’re really pleased with Lissa. I really want to compliment the Finance Committee for the job that they did,” Mayor Barra added. The work of computing the state figures into an acceptable budget for publication was done under the gun, and no one knew exactly how the property taxes would be impacted by the municipal budget, which covers administration, police, fire and parks and roads. Figures will be released before the June hearing. He had earlier praised instances of dedication and self-sacrifice, such as the agreement of police seniors to accept minimal increases so younger police officers who are at the beginning of the salary cycle, could move up to a living wage through standard increases, but the overall police budget could remain manageable. The council also adopted the salary ordinance that the budget implements. The ordinance provides a $10,000 pension increment for Les Shenkler, the former borough administrator whose position was abolished as a cost-cutting measure. Gwen McCarthy, whose position as borough clerk was expanded to cover some of Shenkler’s responsibilities, will receive a salary of $86,800 for 2009, and Keith Cauwenberghs, who covers the outdoor aspects of Shenkler’s former position, will receive a salary of $104,000. Other top salaries include $140,840 for Robert Herndon, Allendale’s chief of police; $105,000 for George Higbie, Allendale’s superintendent of public works; and $81,100 for Jeffrey Picinich, head of the Allendale water department. Mayer, the recently hired CFO, received a salary of $70,000.
