Page 12 THE VILLADOM TIMES III • December 2, 2009 Ho-Ho-Kus Updated towing ordinance gains council’s approval by Jennifer Crusco Tom LoCicero of All Points Towing thanked the HoHo-Kus Council last week just before the governing body gave its final approval to an ordinance that revised the fees in the municipal towing ordinance, bringing them in line with the rates charged by other local municipalities. Lo Cicero approached the council in 2008 to request a review of the rates the borough’s licensed towers are allowed to charge motorists. Last week, he acknowledged the council’s work, thanking all those involved in the process. “It’s a step in the right direction and should help us survive in this economy,” he commented. When he first appeared before the council, LoCicero told the council the rates in ordinance were relatively low, and had not been updated since the 1980s or 1990s. A revised ordinance was introduced in February, but when the item was up for public hearing and possible adoption in March, LoCicero and Frank Thissen, also a licensed towing company owner, convinced the council to table the ordinance. The towing company owners said several issues still needed to be addressed, and that some of the proposed fees were still antiquated. LoCicero told the council a new state law would affect how towers are permitted to conduct their business, and urged the council to consider Bill 2567 before approving a new fee ordinance. He also said he had found contradictions in the ordinance, and said the fee for storing passenger cars had actually decreased in the proposed measure. He added that the ordinance should address the types of vehicles that are being towed. In particular, he pointed out that many cars now have all-wheel drive, which affects how they can be towed.
