Waldwick August 12, 2009 THE VILLADOM TIMES III • Page 3 New ordinance would authorize utility easement The Waldwick Council recently introduced an ordinance that would allow the borough to acquire a utility easement from the Highlands Community Association and ultimately permit a local hospice to connect to Waldwick’s sanitary sewer system. The borough plans to extend an existing sewer line on the HCA’s park property located on West Saddle River Road in order to allow the new hospice facility at the former Villa Marie Claire access to the system. A borough official explained that plans call for tying in to an existing manhole located in the driveway into the park. The hospice, located in neighboring Saddle River, is owned by Holy Name Hospital. The Spanish style villa, formerly a group residence for senior citizens and retired nuns, and is being renovated into 20 units for terminally ill patients. The $3 million project is expected to be completed by the early part of 2010. The villa historically had septic problems because it required ejector pumps to operate. Connecting to Waldwick will result in a gravity system, which is cheaper and more efficient. If the agreement is approved, Waldwick would be paid for the connection. The amount of the payment was not available at press time. The HCA has agreed to convey an easement to the borough to extend the lines. As part of that agreement, the borough would lower the assessed value of the park property from $142,500 to $106,875. This adjustment would save the HCA $769 in taxes annually. The HCA has agreed to waive the $300 fee it has charged the borough to use the park property for the municipality’s summer recreation program. Councilman Don Sciolaro recused himself from the vote on the introduction of this ordinance as he has been president of the HCA for three years, and sat on the association’s board for 14 years. The HCA has been in existence for over 50 years. Its 340 members are located on the east side of Route 17, and pay dues to use the park.
