Borough proceeds with interlocal service agreements
by Jennifer Crusco The Ho-Ho-Kus Council recently formalized three agreements to allow for the provision of services within the borough. One of the resolutions approved by the governing body transfers the responsibilities for providing public assistance from the Village of Ridgewood to Bergen County. According to the resolution, Ho-Ho-Kus had maintained an agreement with Ridgewood for a department of public welfare for the purpose of providing general public assistance to Ho-Ho-Kus individuals in need. After a recent review, the council determined that it would be beneficial to transfer the financial and operational responsibility for this department to Bergen County. Ho-Ho-Kus is now authorized to use an automated phone alert system (through Feb. 28, 2010) with the option to add another 12 months of service. Ho-Ho-Kus Borough Administrator Don Cirulli explained that Ho-Ho-Kus and Ridgewood had previously shared the services of Gail Battaglia, who is due to retire. Cirulli said the issue is less about financial concerns and more about hiring an individual who would handle very few cases. The administrator said Ridgewood is also planning to begin using Bergen County’s services. A second resolution will allow the Borough of Fair Lawn to continue to provide Ho-Ho-Kus with the services of Health Officer Carol Wagner. This interlocal agreement extends from April 2009 through March 31, 2010. Ho-HoKus will pay Fair Lawn $4,535 for this service. The third resolution concerns the long-standing interlocal court agreement between Ho-Ho-Kus and Allendale. Ho-Ho-Kus contributes 65 percent of the total court costs, with Allendale contributing the balance of 35 percent. These charges are based on volume, Cirulli noted. The Borough of Ho-Ho-Kus also participates in the Northwest Bergen Cooperative Pricing System, a local purchasing consortium that allows its 13 member municipalities to receive significant savings on road resurfacing projects. The Borough of Ramsey acts as lead agency for this consortium. The member municipalities pool their tonnage needs for annual road resurfacing projects and receive a bulk discount that allows each participant to further stretch local tax dollars. The municipalities present one project to potential bidders, and the volume tends to attract a large pool of contractors. Ramsey recently received 11 bids for the 2009 projects, and awarded the master contract to Star of the Sea Concrete of Middlesex County. Once the main contract is awarded, member municipalities award separate contracts and deal directly with the successful bidder.
Borough Police Department Report
While on routine patrol April 6, Officer Mosca observed a vehicle traveling the wrong way down a one way street. After stopping the vehicle, Mosca learned the driver’s license had been suspended. Summonses and a court date were issued. On April 10, Officer P. Leonard investigated a motor vehicle accident on Ardmore road. No injuries were reported. The same day, Officer Bodart investigated a two vehicle accident at North Franklin Turnpike and Blanchfield Court. No injuries were reported. The same day, Officer LaCroix investigated a one vehicle accident on Route 17. One injury was reported. While on routine patrol April 11, LaCroix observed a vehicle drifting in and out of its lane on Route 17. After stopping the vehicle, he learned that the driver’s license had been suspended. Summonses and a court date were issued.
