New ordinance to update fire department regulations
by Jennifer Crusco The regulations that must be followed by Ho-Ho-Kus Fire Department personnel will be updated this month. The borough council is expected to approve an ordinance amending the rules pertaining to officers’ education and incident command. A public hearing on the ordinance has been set for April 28 at 8 p.m. at Ho-Ho-Kus Borough Hall. The council will consider the item for final approval at that meeting. Councilman and Fire Commissioner John Mongelli explained that the new ordinance will update the borough code, which has not been changed since 1978. He noted that the ordinance adds information regarding training requirements and the proper chain of command. He pointed out that the federal government began to tighten regulations for local emergency services after the Sept. 11, 2001 terrorist attacks. The main change in the new ordinance covers ICS training. According to the ordinance, line officers will have, as a minimum, the currently required ICS training. As of Dec. 31, 2008, the ICS training requirements include ICS 100 for all first responders, including the chief, assistant chief, captain, first lieutenant, and second lieutenant. ICS 200 is required for all first line supervisors, including the chief, assistant chief, and captain. Classroom delivery of ICS 200 is required for the division of fire safety incident management system, the ordinance adds. ICS 300 is required for all incident commanders, including the chief, assistant chief, and captain. This course is intended for individuals who have overall responsibility, or may assume that responsibility, for commanding operations at an incident scene. ICS 400 is required for general staff, agency administrators with incident command responsibilities, department heads, emergency managers, areas commander, and multi-agency coordination system/emergency operations center managers.
The Contemporary Club of Ho-Ho-Kus will award a $2,000 scholarship to a high school senior who demonstrates outstanding academic achievement, noteworthy extra curricular involvement, and meaningful community service. The training of line officers is being updated to comply with a Department of Homeland Security directive that requires a “comprehensive and consistent national approach to all-hazard incident management at all jurisdictional levels.” The Ho-Ho-Kus Volunteer Fire Department was organized in 1911, and currently has approximately 50 members, according to the department’s website. The department also runs a Junior Auxiliary, which accepts volunteers who are ages 16 to 18. The department participates in the local Mutual Aid organization, which allows fire departments from other municipalities to come to each other’s assistance. The Ho-Ho-Kus Fire Department headquarters is based at 525 Sheridan Avenue.
