Ridgewood February 18, 2009 THE VILLADOM TIMES II • Page 5 Council adopts ordinance for Schedler land purchase by John Koster The Ridgewood Village Council has approved an ordinance and a resolution in support of the purchase of the 7.4-acre Schedler Property. The council last week adopted a bond ordinance authorizing an offer of $2.9 million for the West Saddle River Road tract, which contains mostly second-growth woodland and a single older house. The council also adopted a resolution accepting a grant agreement with the Bergen County Open Space, Recreation, Farmland and Historic Preservation Trust Fund to receive $1 million of county money for the purchase, bringing Ridgewood’s share of the purchase price to $1.9 million for the undeveloped land. Council members, including Anne Zusy and Deputy Mayor Keith Killion, joined Mayor David Pfund in expressing their concerns about the financial timing of the purchase, but the council agreed to buy the land rather than lose it for future generations. Boyd Loving, the only resident to oppose the purchase, discussed Killion’s concern about spending in tight times. “Although I support the addition of additional open space, I question whether this is the right time to do it,” Loving said. The resident added that the village would see an annual loss of $47,000 once the land was taken off the tax rolls and deeded to the municipality. Ralph Curry, a spokesman for Ridgewood’s recreation groups, and two taxpayers from the area spoke in favor of the purchase. Proponents of the purchase have cited, among other reasons, the chance to offer some neighborhood recreation opportunities on the east side of Route 17. Killion said he would not vote funds to see the land developed into sports fields until someone designed a way for pedestrians to get over Route 17. Mayor Pfund and the council members said they would not develop the land until the economy improved significantly. Increases included in proposed ordinances A series of ordinances that would increase many of the fees Ridgewood charges for programs and administrative services were introduced at last week’s public meeting. These proposals will be up for public hearings and possible approval at the council’s March public meeting. One ordinance proposes an increase in the fee for Ridgewood’s popular summer day camp from $400 to $450. The camp features children’s activities supervised by Ridgewood’s professional recreation staff and by college and high school students under the direct supervision of the recreation staffers. Activities range from children’s and field sports to art, origami, and musical performances. The activities focus on the Lester Stable and Graydon Pool. The fees for certified copies of birth certificates would increase from $20 to $25 for the first copy, and to $20 for each additional copy obtained at the same time. The fee for licenses for spayed and neutered dogs would increase from $15 to $18, and for non-spayed or non-neutered dogs from $21 to $25. J.
