April 22, 2009 THE VILLADOM TIMES II • Page 5 Glen Rock Construction project progresses at borough hall by John Koster Glen Rock Borough Hall should be open for business at the end of July, according to Borough Administrator Lenora Benjamin. A recent spate of construction, including the opening of Rock Road to hook up the gas mains for the building, highlights renewed progress on the renovation and expansion of the building. The new walls that have been constructed on both sides of the existing building are also visible as spring weather eliminates problems with some aspects of masonry. The construction is several months behind schedule, but the project is still within budget, Benjamin said last week. The cost is about $5.4 million for the expansion and renovation which will leave the clock tower, a Glen Rock landmark, visible from trains and buses returning to the borough. The updates will allow the administrative staff and police to operate with greater efficiency and somewhat more space. The renovation had been first advocated during Bertrand Kendall’s administration, but foundered twice when the increase in construction costs twice outstripped the amount of money budgeted for the work. The final amount was also an issue when a consortium of local architects and contractors pointed out that the square footage of the space increase could be decreased from the original proposal because most storage today Construction workers dig up a section of Rock Road. is electronic, and mandatory hard copies of documents could be filed off-premises. Consensus among residents and officials was to save the exterior appearance of the venerable building rather than raze it and build from scratch. Some residents had questioned the need for any expansion at all, but tours conducted on Saturdays disclosed problems that demanded attention, including outmoded wiring, heating and air conditioning systems so old that replacement parts were no longer available, and lack of adequate space, particularly in the police station. The municipal administration and police headquarters have been housed at 175 Rock Road, the building at the rear of the CVS complex, since construction began. Council introduces new towing fee schedule The Glen Rock Borough Council has introduced a new fee schedule for towing of disabled vehicles by contractors licensed by the borough. The day rate will be established at a maximum of $60 for the first mile and not more than $1.75 for each additional mile between 8 a.m. and 4:30 p.m. The fee for flat-bed towing is not to exceed $90 for the first mile and $1.75 for each additional mile. The towing fee for nights and weekends will be established at $90 for the first mile and $1.75 for each additional mile. The council also approved an ordinance that provides a cap waiver of up to 3.5 percent over the previous year’s final appropriations. Mayor John van Keuren and council members said at the introduction of the ordinance that the waiver would not be used this year, but would be available in case of need for future budgets. J.
