McMahon The Franklin Lakes Council has introduced an ordinance that would allow non-residents to park in the Veterans Plaza and Bender Court parking lots at the intersection of Pulis and Franklin avenues. The ordinance would amend the borough’s code pertaining to parking and would provide for a certain number of parking tags, as determined by the governing body, to be made available to non-residents on a first come, first served basis. To obtain a parking tag, non-residents would be required to submit an application and pay an annual fee of $160. Non-residents who receive a parking tag would be given priority for issuance of a parking tag the following year. According to Councilwoman Nathalie Lota, the chair of the council’s Parks and Recreation Committee, a parking tag is required to park at the Veterans Plaza and Bender Court lots between the hours of 6 a.m. and 2 p.m. Monday through Friday and persons possessing and displaying a current parking tag as issued by the borough clerk are permitted to park there during those times. The parking tag must be hung from the rear view mirror of the vehicle and must be clearly visible. Failure to properly display parking tags in accordance with this section would be a violation of this ordinance. The parking lots are open to anyone, including school visitors, after 2 p.m. on weekdays and on weekends. At the end of 2008, the council adopted an ordinance restricting the use of the VFW parking lot to residents with the caveat that the use of the lot would be reviewed in six months. That review was conducted over the summer and, according to Lota, the VFW parking lot has 110 parking spaces but only about half of the lot was being used, so there is room to open the lot to non-residents who may want to park there. In addition to parking tags for residents and non-residents, a certain number of parking tags, as determined by the governing body, would be issued at no fee to the Franklin Lakes Board of Education based on the daily parking needs of employees at the Franklin Ave Middle School, to the Veterans of Foreign Wars of Franklin Lakes Memorial Post 5702 for use by its members and others while attending events in the VFW building on the site, and to members of the Franklin Lakes Senior Citizens organization, to be used by its members only while attending meetings or events. Ten parking spaces are to be designated for Franklin Avenue Middle School teachers and visitors. Parking in these spaces by persons other than Franklin Avenue Middle School teachers or visitors would be a violation of this ordinance. But the issuance of a parking tag is not a guarantee that a parking space will be available for the tag holder. Parking tags will be transferable to other vehicles, provided that anyone parking in the lot and displaying a parking tag is eligible to park in the lot in accordance with the requirements of this ordinance. Parking tags may be obtained by all Franklin Lakes residents by submitting an application and providing satisfactory proof of residency and paying an annual fee of $35.
