McMahon The Franklin Lakes Borough Council has released the names of the roads included in the 2009 Northwest Bergen Cooperative Resurfacing Program and has adopted an ordinance that provides $500,000 to fund the repaving and curb repairs. The list of roads to be improved includes sections of Winding Hollow Drive, Laurie Lane, Clove Lane, Gregory Road, Grandview Terrace, Somerset Street, Winnebago Drive, and Peppercorn Lane. The repaving of these roads will encompass 8,010 linear feet of roadway surface and the project will include the milling of the roadways, resetting manholes, reconstructing drainage inlets, and providing inlet curb pieces, bicycle safe grates, and four inch traffic stripes. Vance Avenue, Mabel Avenue, Mohawk Road, and a portion of Hidden Pond Path may be included in this year’s road improvement program subject to the availability of funds from the program, according to Borough Administrator Gregory Hart. Following the adoption of the road improvement ordinance by a unanimous vote of the council, a resolution was passed to award a contract to the Star of the Sea Concrete Corporation to complete all the work involved in the borough’s 2009 road improvement program. The original ordinance proposed for the road improvement program was $550,000, but that measure failed to get the votes necessary for introduction last month when three members of the five members present at a public meeting of the governing body voted for the ordinance. An affirmative vote of two-thirds of the full membership of the six member council is required by state law. The ordinance with the reduced amount has now received the affirmative votes of all six members of the council. That measure reflects a 20 percent reduction in the original amount proposed for this year’s road repaving program, but includes $80,000 for engineering fees and $50,000 for curbs. Under this ordinance, $475,000 in bonds or notes of the borough will be issued to finance part of the appropriation. The $25,000 balance will be paid as a down payment as required by the state’s bond law. According to the ordinance, that down payment is available by virtue of a provision in one or more previously adopted budgets for down payments or capital improvement purposes. Spring Is Here! Marching bands from Ramapo High School and Hawthorne High School and the Newark Firefighters Pipe Band, the VFW Post 5702 Color Guard and post members, municipal officials, and a host of local organizations will participate in the parade. This year’s grand marshal is Frank DeFino of Oakland. Memorial Day plans announced This honor is bestowed posthumously. DeFino died suddenly last September and the Post wanted to recognize his devoted service to the VFW, the community, and the country. Representing DeFino at the parade and ceremony will be his wife, Donna, and daughter, Jane. DeFino was a life member of VFW Post 3702 and past post commander. He served as chairman for the several committees.
