Page 10 THE VILLADOM TIMES I • March 11, 2009 Wyckoff Municipalities want to negotiate JIF manager commission by John Koster The Township of Wyckoff recently asked the Bergen County Municipal Joint Insurance Fund Executive Board to consider a bylaw change to amend a provision to pay a six percent commission to the municipal risk manager. The municipalities served by the JIF are asking to be allowed to negotiate the risk manager’s fee. The current bylaws require member municipalities to pay a guaranteed commission of six percent of the premium to their municipal risk manager. The agent handles the borough’s claims, advises on coverage and contract renewal and attends regular local safety meetings, among other duties. “The Township of Wyckoff as well as the 37 other member municipalities should have the opportunity to obtain a competitive price for this service which in these tough economic times is expected to be less than six percent,” the resolution adopted by the Wyckoff Township Committee said. “The existing bylaw provision was created in 1985 when the JIF was formed to gain acceptance of the municipal self-insurance concept, and 24 years later there is no justification to tie the hands of the member municipalities of the JIF from seeking competitive bids for this service in order to reduce the tax obligations of our residents.” A request to change the bylaws requires a public hearing, which the JIF has scheduled for March 19 at the Westwood Town Hall. The affirmative vote of 29 of the 38 JIF member municipalities is required for a bylaw change. The resolution has also been adopted by the Borough of Oakland and is under consideration by other municipalities served by JIF. He is the founder and managing director of Wasco Capital Services, an equipment leasing and financing company in Glen Rock. He is a former president of the Midland Park Board of Recreation, the Girls Softball League and the High School Boosters Association, and he co-founded the Midland Park Basketball Association. He has chaired the board’s finance committee for 18 of the 21 years he’s been on the board. He and his wife Irene have two grown daughters, both graduates of Midland Park High School and Colgate University. “I have always been committed to allowing our children the best possible education available within the guidelines of a budget that best serves the taxpayer of Midland Park. “I see the next few years as an extremely difficult time for all families in this community as well as across the nation. I hope my financial experience will continue to help enable the board to develop sound fiscal responsibilities in building the budget for the beginning of the next decade,” Schiffer said in a statement. Sullivan, seeking election to a second term, is vice president of sales at Unimac Graphics in Carlstadt, a commercial printing company. He is treasurer of the MPHS Boosters Association, a former president, vice president and treasurer of the Midland Park Baseball Association, and has coached baseball, basketball and soccer for the town recreation program and Nativity CYO. He is a former Den Leader for Pack 157 and ran the Pinewood Derby for 10 years. He chairs the board’s buildings and grounds, special recreation and public relations committees, and serves as liaison to the town’s board of recreation and the MPHS Athletic Boosters. He and his wife, Janet, have four children: Brian, a sophomore psychology major at WPU; Kevin, a senior and Tom, a freshman, at MPHS and Matt, a student at Woodside Avenue School in Franklin Lakes “The board has had an aggressive agenda on its plate for the last three years, hiring interim and permanent superintendents, a business administrator and other administrators and staff.
